Job Description
Reports to Direct: Director of Systems
Reports to Indirect: Chief Engineer
Location: New York, NY or Philadelphia, PA
Technical and Management Duties & Responsibilities
Individually or as a member of a team undertake development of requirements for command, control, and communication (C3), data networks, and security systems:
- Development of specifications for C3 systems, and data networks.
- Determine RAMS (Reliability, Availability, Maintainability, and Safety) requirements of systems.
- Produce test and commissioning specifications.
- Develop systems integration requirements.
- Apply and ensure designs are in compliance with appropriate standards and regulations.
- As a Licensed Engineer (when applicable): Review and P.E. seal drawings.
Provide construction phase services for systems development and implementation:
- Technical review of specifications and drawings.
- Witness test commissioning activities.
- Ensure that work is carried out in accordance with appropriate standards and regulations.
Provide vulnerability assessments of information technology and C3 systems.
Manage project work including scope, schedule and budget.
Supervise personnel assigned to project work.
Develop and manage good client relations.
Actively engage in business development.
Additional Required Experience & Competencies:
A BS is required in either the EE or ET discipline plus a minimum of 8 years of relevant experience. 16 years of relevant experience may upon special approval be accepted in lieu of BS.
Experience in the design, installation, testing and commissioning of one or more of the following systems: safety-critical control systems, security, communications, and power systems.
Knowledge of distributed client-server real-times and IT hardware and software systems.
Good technical written and verbal communications skills.
Lead technical development for proposals.
Good management skills.
Capable in use of business and project management applications including MS Word, Excel, and MS Project, or Primavera or SureTrack.
Knowledge of the methods and techniques of project controls.
Desired Experience, Competencies and Education
PE license, other approved certifications.
Limits of Authority
Follows direction, works independently, and maintains authority over client requirements. May work with contractors engaged in installation work.
Responsibility for Direction of Others
May supervise or coordinate the work of designers, drafts persons, technicians, and others who assist in specific assignments. Serves as mentor to junior staff.
