Job Description
Will Statement Will: Will be a member of the Contracts Management Section and will report to the Reimbursable Contract Administration Group Supervisor. Will be responsible to lead and/or participate in proposal preparation, contract negotiation, contract administration, and customer contact activities in accordance with company policies, contract & legal requirements, and customer specifications. Initiate and/or coordinate contract/funding-related documents in accordance with contract specifications and company policy. Serve as the Lab's primary point of contact and responsible individual for all contract matters, including institutionally-sanctioned positions. Research, analyze, and respond to inquiries regarding contract requirements, advise customers of contractual rights and obligations, and maintain historical information. Apply commercial and FAR-based contracting principals. Provide for timely and effective customer communications; develop and maintain positive customer relationships.• Negotiates and processes complex Interagency Personnel Agreements, MOUs and Agreements with Government agencies or Commercial Organization.• Provides overall leadership and expertise in the development, coordination, and management of proposals/task plans that are large and complex in nature.• Interfaces with internal and external customers, working as contract expert and involved team member, negotiating special task plan terms with NASA.• Oversees proposal/task plan preparation activities and takes proactive measures as required.• Primary focal point for receiving, processing, and tracking funds coming into JPL for placement on task order contracts that are large and complex.• Interfaces with NASA Management offices on receipt and placement of sponsor funds.• Administers all contractually-related matters and Institutional positions associated with large complex task order contracts through closeout.• Oversees scope of work and costs, tracking deliverables, and documenting and maintaining task plan/task order contract files. • Initiates, leads and facilitates all activities necessary to closeout complex task order contracts including property disposition, confirmation of purchase order and subcontract closeout, final audits and financial reconciliation. • Work independently on key projects and assignments with only limited direction, typically receiving few or no instructions.• Lead a team for a project activity, or function within scope of assigned responsibility.• Analyze situation or data, review and interpret highly complex factors as well as decisions as to policies, procedures and practices.• Exercise discretion and independent judgment in evaluating potential approaches and solutions to critical problems and determining appropriate resolutions.• Initiate interaction with colleagues or functional partners outside own organization on a frequent basis. • Interact frequently with industry partners and other NASA centers. • Serve as an essential team member on teams inside or outside organization, project, activity or function.• Lead teams as needed. Skills Required Skills: • Typically requires a Bachelor’s degree in business administration, finance, or related discipline with a minimum of 6 years of related experience; Masters degree in similar disciplines with a minimum of 4 years of related experience; or PhD in similar disciplines with a minimum of 2 years related experience.• Advanced knowledge in one or more of the following areas: administration of government cost-type R&D contracts, in prime or subcontract administration, Financial Account Reconciliations; and Interpreting Policies.• Extensive understanding and wide application of advanced principles, theories, concepts and techniques in Federal Acquisition Regulations (FAR), NASA FAR Supplement, and other government regulations.• Advanced knowledge of applicable indus
