The Deputy Secretary of Defense directed continuation of operations of JEPAC through transfer of management responsibilities from OSD (DOT&E) to United States Strategic Command (USSTRATCOM) and mission has been guided by a Program Decision Memorandum that directs the expansion of JEPAC's original focus to include all facets of Electromagnetic Spectrum (EMS) operations so as to provide an enduring, full spectrum Joint Electronic Warfare (EW) and Test and Evaluation (T&E) capability and enhanced joint operations across all five operational domains air, sea, ground, cyberspace, and space. Under its new name, \\"Joint Electromagnetic Preparedness for Advanced Combat\\" (JEPAC) was directed to collaborate with the Combatant Commands (CCMD) and Services to identify EW capability gaps and vulnerabilities, develop mitigation strategies, validate solutions, and enhance combat capabilities across the electromagnetic spectrum (EMS) for air, sea, ground, cyberspace and space. JEPAC also provides oversight of operational EW testing and analytical evaluation of current and conceptual U.S. technology and TTPs.
Job Duties: Provide support to the JEPAC with the following duties:
Research rapidly evolving EW threats, assessing this information for impact, and incorporating changes into test planning
Conduct tactical, operational, and strategic-level research of the impact of existing and emerging EW threats to Joint and Coalition operations
Plan, execute, analyze and report JEPAC assessments and tests over the full spectrum of live, virtual and constructive (LVC) environments
Develop and implement strategies to mitigate identified gaps and vulnerabilities in Joint EMS operations capabilities, such as standard operating procedures (SOPs) and TTPs and transitioning mitigation strategies to CCMDs, Services, and other Defense agencies.
Conduct studies, perform research and make recommendations concerning instrumentation and test resources required to execute risk reduction events, test events, communications, logistics, materiel, data collection and personnel training, issue and alternative definitions, and personnel requirements for each activity.
Develop detailed mission analyses and integration to determine capabilities to meet the JEPAC mission.
Develop specific operational and system views and the development of test articles such as changes to Joint TTPs, Link 16 architectures, and EW CONOPS.
Develop detailed data collection and data analysis plans to explicitly state how JEPAC will collect, manage, store, control and analyze data for each test event, maximizing use of existing data management tools to reduce costs and schedule risk.
Conduct field tests and/or risk reduction activities in accordance with JEPAC assessment plans.
Facilitate effective and efficient execution of test activities.
Operate and maintain JEPAC-controlled test resources, instrumentation, and other supporting equipment.
Conduct and coordinate calibration/integration of all data collection systems and to ensure instrumentation and communication equipment deployed to test locations operate properly
Requisite Personnel Qualifications:

Ability to communicate effectively, both written and verbal
Strong organizational skills and ability to multi-task
Strong technical and analytical skills
Ability to work independently and as part of a team
Familiarity with JEPAC organization desired
Familiarity with Joint processes, operations, and commands
More than twenty (20) years of demonstrated relevant experience with and/or education in: Operational EW experience and management of complex EW projects and programs at the MAJCOM, Service, or CCMD level.
More than twenty (20) years of demonstrated relevant experience with and/or education in: Providing subject matter expertise in military operations, EW, test and evaluation/operation research, and management.
