Job Description
PRIMARY FUNCTION(S) Provide Advisory and Assistance Services (A&AS) support for the 498th Missiles Support Group (MSUG) program office at Tinker AFB OK. The Individual shall support configuration management activities using Military Handbook (MIL-HDBK)-61A as a guide. The Individual shall perform configuration management tasks including review and process internal operational processes and procedures as defined by the 498th Operational Safety Suitability & Effectiveness (OSS&E) program. Individual will be the focal point for coordination of the OSS&E program, developing proposed internal instructions, coordinating those with the responsible government engineers and technicians and publishing the approved documents. The individual shall support the 498 MSUG system safety engineering program to include mishap risk assessments, evaluating safety analyses and safety concerns, and assisting with resolution of high priority safety issues. Individual will apply the principles, criteria, and procedures of configuration management in support of ACM, ALCM, CALCM, BWIE and various weapon systems and items of equipment acquired or sustained by 498 MSUG. 1.5.3.1 Configuration Identification. The Individual shall review 498 MSUG program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and standards. 1.5.3.2 Configuration Control. The Individual shall support the 498 MSUG configuration control function to include receipt, dissemination, processing, tracking, and provide recommendation for the final disposition of Advanced Change Study Notices (ACSNs), Engineering Change Proposals (ECPs), Requests for Deviation/Request for Waiver (RFD/RFW), DR, and Quality Data Tracking (QDT). The Individual shall provide support for ACM, ALCM, CALCM and BWIE, to include support of the Aircraft Missiles Requirements Database (AMRD) (work specification/brochure), both programmed and un-programmed maintenance, review technical data packages/engineering change proposals, waivers, deviations, query/analyze reports from Reliability/Maintainability Information System (REMIS), transition ALCM/CALCM data to REMIS and track and perform trend analysis of data acquired during Analytical Condition Inspection (ACI) of the ACM and ALCM. The Individual shall review change proposals for thoroughness, configuration management impacts, and compliance with Government requirements; provide recommendations for Government review and disposition and assist in the preparation and conduct of Configuration Control Boards (CCB) and related subordinate boards; and assist in maintaining change proposal files and providing historical information. 1.5.3.3 Configuration Audits and Program Reviews. The Individual shall support the conduct of Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), and Compliance Audits (CAs), to include audit planning, auditing hardware and software Configuration Items (CIs), disposition, and tracking of action items and assistance with minute preparation. The Individual shall support other program and engineering reviews and Technical Interchange Meetings (TIMs) at Government and weapon system Contractor facilities and assist with minute preparation of the meetings. The individual shall support internal and external briefings and reports. The Individual shall provide expert knowledge and capability in the use of personal computers to produce visual aids, briefing charts, and reports using appropriate software applications. RESPONSIBILITIES AND DUTIES Specific Responsibilities include but are not limited to:
Provide expert level knowledge and experience necessary to manage a Department of Defense (DoD) OSS&E program and provide support for associated sustaining engineering services to support the operations for the Air Launched Cruise Missiles. Serve as the organizational lead for OSS&E. Ability to coordinate the inputs of multiple technicians, engineers, vendors and OEM technical reports, user questions and resolve issues with the published technical data manuals associated with these missiles Must be knowledgeable of acquisition policies, statutes, and guidelines. Be able to assist in program planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics related to technical data and it management MINIMUM QUALIFICATIONS Minimum of seven (7) years of engineering experience of which at least four years in the aerospace industry. Must be an familiar with AFMC and USAF engineering practices and policies. MUST HAVE ACTIVE SECRET CLEARANCE Recent (within last 3 years) of AFMC or operational experience providing engineering support. Must have knowledge of Operational Safety Suitability & Effectiveness (OSS&E). Expert with, and utilize, various computer systems including:
Microsoft Word/Excel, Air Force (AF) Spare requirement systems, AFMC Electronic Technical Data Information Management Systems (ETIMS), Deficiency Report System (DRs) and management of AFTO 22 and AFTO 252 processes PREFERRED QUALIFICATIONS Extensive OSS&E experience coordinating a similar program for a weapon system; sustaining engineering experience for a weapon system in AFMC; functional experience with Missiles, Bomber or other airframes. Acquisition certification in one or more areas. Current Secret or higher security clearance. Prefer a strong technical background (technical degree and experience) with depot experience who can qualify as a senior technician.
