Job Summary Statement:
Reporting to the Director of Human Resources for the Division of Continuing Education and UCLA Extension, the Associate Director (AD) supports organizational transformation and quality improvement efforts. In addition, incumbent provides training and guidance to Extension managers regarding all aspects of employee relations, which includes the interpretation of UC policies and procedures and state and federal employment laws, and works closely with Campus Human Resources Employee and Labor Relations on disciplinary issues and grievances.
The Associate Director supervises the daily operations of Extension's Human Resources department (EHR) which provides a full range of personnel services to fifteen internal academic and administrative units and approximately 300 career FTE. In addition, the incumbent supervises the staff personnel and academic merit reviews and is responsible for monitoring and evaluating the bi-annual preparation or Extension's personnel budgets.

QUALIFICATIONS FOR POSITION
Demonstrated knowledge and experience in the following functional areas of human resources: employee relations, labor relations, staffing, classification/compensation, and training.
Working knowledge of federal law and related state law in areas related to employment, such as FLSA, FMLA, Public Records Act, HEERA, OSHA and Equal Employment Opportunity.
Excellent interpersonal skills to establish rapport and professional credibility. Ability to interact with others in a direct, cooperative and tactful manner, and with a professional demeanor.
Excellent written communication skills to compose clear, concise, analytical, legally correct and persuasive memos, briefs, appeals, motions, responses, settlement agreements, etc.
Ability to interpret and effectively explain complex policies and procedures to all levels of academic and staff personnel.
Demonstrated skill in analyzing information to define the problem and identify relevant concerns, patterns and relationships, formulate logical and objective conclusions, and recognize alternatives and their implications.
Knowledge and management skills to supervise a fully functioning human resources office. Demonstrated skill in hiring, orienting, training, organizing workflow, delegating, monitoring and evaluating performance, coaching, counseling and disciplining as necessary.
Demonstrated ability to mediate effectively between and among contending parties and/or groups.
Skill in planning, preparation, and analysis of personnel budgets.
Ability to work independently with only general direction and to accept equivocal circumstances and take appropriate action where answers to a problem are not readily apparent.
Demonstrated ability to appropriately handle confidential and sensitive information and/or documents.
Demonstrated ability to conduct organizational analysis, recommend alternatives and generate an organizational change structure.
Working knowledge of University of California personnel practices and procedures and collective bargaining agreements between the UC and various unions.
