Position Summary:

Berkeley Labs Office of the Chief Financial Officer (OCFO) Division has an opening for a Billing and Collections Senior Financial Analyst, responsible for providing process support, developing internal and external relationships to secure prompt payment of invoices, and developing, producing and analyzing various financial reports to assure that Laboratory billing and collections objectives are met. This position will work under limited direction and will report to the Budget Office Reimbursable Group Manager.

Specific Responsibilities:

*

Responsible for the oversight, execution and monitoring of financial transactions, processes and systems.
*

Utilize computer databases (PeopleSoft FMS, Click Commerce eSRA, Cognos) to obtain and analyze complex financial information.
*

Confer with business systems analysts and computer programmers to design and develop reports.
*

Develop and implement solutions to complex award lifecycle problems by in-depth evaluation and analysis.
*

Research, analyze, and correct transaction irregularities.
*

Responsible for monthly and year-end close related activities.
*

Provide exceptional helpdesk support to internal and external customers including the Department of Energy Site Office and Operations Office.
*

Provide technical input in the formulation and execution of billing and collections objectives.
*

Produce various ad-hoc and recurring monthly/quarterly/annual reports.
*

Prepare and analyze recurring weekly/monthly collections status reports accurately and on a timely basis.
*

Develop a collection of escalation plans, perform all necessary analysis and follow-up.
*

Partner with internal and external stakeholders to achieve resolution.
*

Maintain outstanding collections over 60 days at less than 9%.
*

Various ad hoc analysis and reporting requests.
*

Provide backup coverage of other staff within the Budget Office.
*

Provide procedure documentation and support of policy development.
*

Actively participate in various departmental meetings and contribute as an effective team member to support a variety of departmental and operational initiatives and other general Budget Office activities.

Required Qualifications:

*

Bachelors Degree in Business, Economics,or related field and 4 years of related experience in a multidivisional organization or the equivalent combination of education and experience.
*

Broad knowledge of basic accounting, budgeting principles, the proposal to close-out process, and the ability to apply theories and concepts to computer based spreadsheets and report generation applications.
*

Ability to independently perform accurate and timely financial analysis that results in a high quality work product.
*

Significant experience in the development and maintenance of complex financial spreadsheets and databases containing advanced functions.
*

Experience creating effective reports, recommendations, and presentations.
*

Significant experience in utilizing commercial and/or institutional financial tools.
*

Experience producing useful executive summaries and making effective presentations to management and groups.
*

Demonstrated interpersonal, written, and verbal communication skills.
*

Demonstrated ability to exercise sound judgment when communicating with personnel at different organizational levels.
*

Significant ability to effectively explain, negotiate, persuade and build consensus among diverse stakeholders.
*

Ability to work independently and as part of a team.

Additional Desired Qualifications:

*

Masters Degree in Finance, Business, Accounting or related field.
*

Knowledge of Federal Cost Accounting standards and other Federal process and regulations.
*

Working knowledge and experience with PeopleSoft financial applications.
