Act-1 Group is looking for a full-time contract employee to work onsite at Bonneville Power Administration (BPA), located in Portland, Oregon. This position will provide guidance in defining, organizing, planning, and managing a major process improvement initiative focused on the creation of a Land Asset Information System that is a critical component of the Transmission Asset Management program. This position will collaborate with key staff, stakeholders, and executives in the development of a holistic plan for determining the business process and data requirements and work with IT to develop the data architecture and technology needed to implement an Asset Information System. The project will focus on the following areas: the identification of data requirements, including the evaluation of the location, completeness and quality of existing data; reviewing and revising business processes, identifying roles and responsibilities; and the determination of the right approach for integrating the technologies and data repositories into a comprehensive well-architect ed platform.

Position Responsibilities include:
?Collaborate with stakeholders, both leadership and subject matter experts (SME?s), to identify a holistic approach for the development of an integrated Land Asset Information System. Lead the collection of the business requirements as they relate to the life of an asset, including business processes, roles and responsibilities, data requirements, and information. This effort needs to be in alignment with the IT strategy and related initiatives.
?Research, analyze, model and organize information for developing requirements.
?Conduct interviews and lead workshops to elicit business requirements.
?Plan, organize and facilitate process improvement and business process documentation sessions.
?Lead requirements validation sessions and present findings.
?Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and business needs.
?Negotiate priorities and resolve requirement conflicts between stakeholders.
?Design architecture and solutions based on requirements and best practices.
?Increase efficiency of various workgroups involved in Project Execution.
?Research and develop methods to automate repetitive manual data manipulations.
?Develop solutions that integrate the various Portfolio, Project, GIS and Asset Management systems.
?Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.
?Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.
?Prepare functional and technical documentation for hand-off to IT workgroups.
?Work closely with corporate IT development teams to ensure a smooth build.
?Create documentation for user and operational manuals.
?Design, build and implement desktop tools and systems to support portfolio and project management, project scheduling and project financial analysis.
?Build business intelligence objects and reports from various source systems.
?Create user interfaces in both Project Web Access (PWA) and SharePoint.
?Design and build electronic forms to support business processes.
?Independently create queries and reports in MS Access for extracting, manipulating, and reporting.
