The Team Lead Business Systems Analyst reporting directly to the Director of Business Account Management collaborates with IS and the Business to analyze business processes and systems to identify and propose the technology architecture of the business as it relates to the overall IS Strategy initiatives. This individual acting in a lead role provides and oversees the work of business analysts ensuring the delivery of high quality requirements for strategic corporate level projects. S/he leads the business analyst team and ensures deliverables are completed on time acts as the primary contact interfacing with the Corporate Project Management Office.

The Team Lead Business Analyst performs with minimum supervision, in which the Director of BAM sets the overall objectives and resources available. The employee develops and proposes resources, deadlines, projects and work to be done. The employee plans and carries out the assignment, resolves conflicts, coordinates/leads work of other business analysts.

Delivery of Business Account Management Services
* Lead delivery of analysis and system management services to senior leadership, department leaders and project personnel
o BAM services include: project definition and execution; new business, product, or service opportunities; strategy and business planning; meeting and/or work facilitation; change management; process improvement
* Lead directly business analysts in the delivery of data and information gathering complex analysis and system management engagements
* Provide oversight and participate in problem resolution activities including problem identification and solving for systems and processes, and development, implementation and analysis of performance metrics
* Provide oversight for project and enhancement implementation support including, risk management activities, change control implementation, and scheduling
* Assess and develop definition and scope of new initiatives or projects needing BAM resources


Information and Data Analysis
* Manages and/or leads analysis for large to multiple projects/initiatives with significant cross functional interface and significant complexity, impacting multiple platforms or containing a complex integration component.
* Manages/leads development of project management tasks and deliverables
* Manages/leads/participates in analysis, design , processes, and business/technical requirements incorporating SDLC, SEI/CMM and current company defined processes and methods
* Evaluates project cost/feasibility and analyze and assess the impact of requested changes on the organization
* Participates in business case development.
* Manages efforts to assess current and future business/systems processes and proposes recommendations for redesign or reengineering
* Leads, plans and executes complex Proof of Concept (POC)
Manages/participates in development of vendor selection recommendations and preliminary requirements for vendor selection.


Implementation Support -- Consults as the knowledge center for business requirements and business process documents ensuring adherence throughout the development of applications
* Participates in scheduling, prioritization, risk management activities and change control implementation
* Manages and/or participates in testing and implementation of new systems and system enhancements


Perform other activities as directed by department management
* Other activities as assigned



EDUCATION: Advanced Degree preferred

EXPERIENCE: Minimum 7-10 years experienced related to SDLC methodology and Customer Relationship Management (CRM)

SKILL REQUIREMENTS:

Qualifications:
* 7 to 10 years' experience in a functional business area, preferably in a healthcare insurance environment
* Significant analytical experience related to business/systems analysis and process improvement in complex situations
* Advanced knowledge of health insurance/managed care and related technology market and products
* Advanced technical knowledge of multiple platforms and related applications and how they interact, including ability to visualize and document how changes from one system affect another
* Experience in development of complex systems integration
* Advanced understanding of web technology
* Advanced skills, knowledge and experience in using business analysis techniques and tools and the ability to mentor and coach team members in their use
* Experience leading a team in the delivery of comprehensive business analysis/requirements.
Knowledge Requirements:
* Current and progressively responsible work experience of a managerial, analytic and collaborative nature, preferably in a health care or managed care setting
* Advanced knowledge and experience supporting multiple platforms and related applications, preferably in a healthcare insurance environment, including web technology
* Advanced experience in performance of complex system integration
* Prior experience in a project management role for large or major initiatives
* Extensive knowledge of new health insurance/managed care trends and related technology markets and products, e.g. web technology
* Extensive knowledge and use of the latest business analysis techniques and tools and the ability to mentor and coach team members in their use
