AECOM and VSE, is currently hiring, pending award of the MRAP Contract Logistics Support
Services (CLSS) contract for MRAP, RCV and SOCOM MRAP vehicles in Afghanistan,
Kuwait, and CONUS. Join the CWS2 MRAP team and make a positive difference
daily with improving MRAP/RCV/SOCOM vehicle readiness in order to provide save
life and limb saving force protection for our soldiers and marines in
combat.
The
primary function of the Facility Security Officer (FSO) is to apply the
appropriate security and compliance measures for the successful implementation
of the National Industrial Security Program (NISP). The FSO is responsible for
the implementation and administration of all security policies, procedures and
security functions to assure compliance with applicable laws, government
regulations, customer requirements and company policies across the CWS2 SOCOM MRAP
CLS operations in USA, Kuwait, and Afghanistan. Complies with CWS2 PM and FSO policy and timelines from Sterling
Heights, MI. CWS2 SOCOM MRAP personnel
must have Secret clearance, you will be responsible for expediting security
clearance requires, interim clearances, and data base on OneSource web site.
Responsibilities and Duties
o Maintain compliance with:
- National Industrial Security Program
Operating Manual (NISPOM) and supplements
- Department of Defense (DOD) security
policies and procedures as they relate to NISPOM and classified contracts
- Defense Security Service (DSS)
- Corporate Policy.
o Responsible for, but not limited to:
- Implementing
and enforcing classified information and controlled unclassified information
(CUI) material controls to ensure compliance with NISPOM, government
regulations and company policy
- Providing policy interpretation to
management regarding security requirements and procedures
- Maintaining
document management system
- Developing
local supplemental security program procedures in compliance with DD254s
- Tracking
classified contract and classified sub-contract activities; issues DD254s
- Coordinating the security portion of
the contract closeout for all classified contracts received and issued
- Processing personnel security clearances and
periodic reinvestigations using e-QIP and other process as outlined by the client
- Managing
personnel security records
- Managing JPAS database and related
files for over 350 CSW2 SOCOM MRAP employees in USA, Kuwait, and Afghanistan.
- Preparing
Visit Authorization Letters or submitting via JPAS
- Overseeing
classified visitor and meeting activities
- Conducting investigations and
reporting security violations and adverse information reports with the appropriate
agency
- Conducting
self-assessments of program elements against program requirements
- Conducting
periodic inspection of personal effects
- Facilitating
DSS and other Agency reviews
- Supporting
business development through input to proposal efforts
- Interacting with all levels of
internal and external customers (DSS and other Government agencies) and suppliers
- Maintaining a working relationship
with government and internal customers.
Experience and Qualifications
o Job Knowledge & Experience:
- Bachelor's
Degree with 7 to 10 years FSO experience
or Associate Degree with 12 to 15 years FSO experience
- Facility
Security Officer certification
- Position
requires candidate to have a current favorable Single Scope Background
Investigation (SSBI)
- Thorough
knowledge of the NISPOM
- Required
experience with e-QIP/JPAS/e-FCL
- Professional,
confident, self starter, resourceful, detail oriented, with excellent follow-up
skills and the ability to organize and adapt to changing priorities
- Outstanding
interpersonal communication skills to include patience, flexibility,
consideration, discretion, tact, and confidence
o PHYSICAL :
Meets all Department of Army Contractor
medical and dental requirements for short deployments to Afghanistan and be
able to carry 50 lbs in combat zone.
o CLEARANCE:
Must
