Job Description
Position Summary:
The Operations Specialist (Chief Engineer, Critical Operations) is responsible for management of the engineering team, safely and effectively maintaining machinery, infrastructure and systems (including base building, life safety and critical equipment), and responding to the needs of the occupants and the Critical Operations Manager. Responsible for the preventative maintenance program to ensure that the building's machinery, infrastructure and systems meet or exceed their rated up time and useful life. Identify areas for improvement and establish training requirements for staff. Build and maintain effective union relations.
Major Areas of Responsibility:
Provide critical operations and support the technical oversight for facilities identified as Mission Critical ensuring proper engineering procedures and standards are being practiced and maintained
Provide technical oversight for the design and implementation of maintenance programs
Ensure all work done complies with applicable codes, building regulations and operating procedures.
Analyze equipment downtime ramification and develop contingency plans to minimize risks and continuous running of operations
Implement and maintain critical systems policy and procedures including industry compliant MOPs, SOPs and Change Management processes
Review all plans for adding or upgrading new equipment, infrastructure, building improvements and interface with applicable building management and contractors
Oversee completion of technical projects and capital improvements and manage budget and expenditure
Organize and manage administrative functions related to the Critical Facilities engineering team
Build and maintain effective union relations
Minimum:
Associate college degree or technical trade school degree with an emphasis in engineering or another technical field
10 years in the operations of technical facilities, including managing direct staff. Expert knowledge of HVAC, high voltage switchgears, power quality protection, energy and load monitoring, UPS, BAS security systems.
Subject Matter Expert in mechanical and electrical operations including UPS, emergency power generators, HVAC, building controls & fire suppression systems
Training in maintenance related fields; preventative maintenance techniques, scheduling, vibration analysis, maintenance management systems, etc.
Requires computer knowledge for use of proprietary work order system, e-mail, software applications, the Internet, etc.
Relevant understanding of data processing systems including application development, hardware and installation, storage device and archive systems, telecommunication and network architecture.
Job function experience that involves decision-making that has to be done on a timely basis and the ability to brainstorm with available personnel as issues evolve. Mitigation of said issues typically involves expenditures in finance, engineering resources, and contractor involvement
Leadership necessary to establish processes that deliver continuous quality improvements, continuous service improvements, and continuous cost performance improvements to benchmarked metrics.
Demonstrated supervisory experience and experience in working with contracts, including union
Proven track record of leading change efforts, ability to drive the right business decision and ability effectively and efficiently manage conflict
Excellent interpersonal and communication skills
