Job Description
Chief of Party for Pakistan Training Program
The Institute of International Education (IIE) seeks a Chief of Party (CoP) to direct a potential USAID-funded participant training program in Pakistan. The Program will support Mission-wide development objective teams (DOTs) interested in exchange or training. These training programs will be linked to on-going or planned developmental assistance activities by USAID DOTs and they will contribute in achieving expected results. The project will provide services on the participant training implementation, including training needs assessment, training plan development, procurement of intervention and logistics providers, intervention implementation, and evaluation and follow-up activities; and other related interventions such as community connections and providing small grants to participant alumni to be able to apply their newly acquired skills. The CoP will have overall responsibility for meeting project objectives and will be based full-time in Pakistan (a non-dependent post). This position is contingent on IIE being awarded the program, and USAID approval of the proposed candidate.
The Chief of Party will have over-all responsibility for the implementation of the project including providing leadership and direction for the program; having oversight for project management, strategic vision, fiscal integrity, quality and timing of deliverables, and overall coordination with partners. The CoP will manage and mentor project staff and subcontractors and ensure the quality, cost, and timeliness of performance of the project. The CoP will serve as liaison between USAID, Government of Pakistan and other institutions and stakeholders, including providing progress reports to USAID on the project. He/she will provide oversight for procurement, training, technical assistance, and other activities on the project. They will lead communication and coordination efforts with IIE’s International home office in Washington, DC.
The ideal candidate will have substantial experience working as a chief of party, deputy chief of party or equivalent leadership position. They will have at least 10 years of experience in international development; with USAID experience strongly preferred, and significant professional experience in Critical Priority Countries. An advanced university degree, preferably in education, management, or related field, is required. A thorough understanding of the issues surrounding development of USAID participant training (both long and short long-term) is required, as is substantial project management experience. A demonstrated ability to manage and mentor a diverse team of employees and partners is needed, as are strong interpersonal skills, a demonstrated ability to create and maintain effective working relationships with partners, constituents, members of academia, government officials, bilateral donors, as well as in-country and foreign experts. English language fluency is required.
