Essential Functions:
This position will be responsible for maintaining the Process Safety Management (PSM) programs across the northern division
Provide technical, environmental and administrative support to the operating asset and regional environmental team.
Provide essential leadership at the asset level to promote continuous improvement for environmental compliance programs.
Develop and implement compliance management programs for their assigned area of responsibility.
Perform semi-routine quantitative and qualitative analyses, such as field sampling, testing and measuring.
Develop procedures and training to assist others in supporting technical activities in accordance with established procedures for environmental monitoring and testing protocols to enable operations to comply with all environmental regulations.
Provide data to assist with permit applications, air emission inventories and air emission reporting.
Responsible for providing quality assurance of all data required to demonstrate compliance. Take necessary steps to correct processes and procedures as problems or deficiencies are identified.
Responsible for compliance reporting by operations as required by DCP Midstream and/or regulatory obligations.
Serve as a key resource and liaison between engineering, safety and operations on environmental issues and their impact on DCP assets.
Offers alternative designs and makes recommendations as to best means to meet environmental obligations for new or modified equipment.
Maintain environmental records. Conduct environmental audits on contractors. Participate as a team member in self-audits and assist in identifying and implementing environmental related recommendations through Knowledge Management System (KMS).
Inform operations of environmental requirements during Management of Change (MOC) process.
Work in association with assigned environmental professionals to develop Spill Prevention Countermeasures and Control (SPCC) action items consistent with the requirements of the new compliance plans. Updates SPCC plans as needed.
Immediately respond to all reports of spills and take a lead role in the overall management of the incident reporting, clean up activities, testing and analytical requirements, communication with responsible agencies and the proper closing of the incident to the satisfaction of the responsible agencies. Coordinate proper disposal of used lube oil, oily rags, filters, solvents, hazardous chemicals, batteries, fluorescent light bulbs and x-ray film. Conduct contaminated soil sampling and remediation activities.
Basic Qualifications:
High school diploma or GED
5 years previous oil and gas experience
2-5 years previous PSM experience
2-3 years previous experience with Microsoft Office products at a professional level
Desired Qualifications:
7-10 years previous experience in the midstream industry
Strong knowledge of process and maintenance practices
Able to read and interpret regulatory requirements
Experience using KMS
Demonstrated, positive interpersonal skills
Strong verbal and written communication skills
