Construction Oversight Engineer

Kleinfelder is looking for a Construction Oversight Engineer to oversee and document remediation projects with our to ensure that the Consultant's work is in compliance with the project plans, HASP, construction specifications, permits, and the RAWP.
The candidate will work closely with Project Managers to collect, interpret and compile environmental data from complex sites. The candidate will be responsible for analyzing/interpreting large sets of analytical data. In addition, the candidate needs to be able to work under and follow the direction of a Licensed Site Remediation Professional (LSRP), with frequent client interaction.
The oversight individual shall be a qualified engineer, geologist or environmental scientist who will be responsible for absolute compliance to all procedures, directives, permits, CBS and HASP requirements, and implementation of the SOW.
1 Daily oversight and documentation of the entire work scope as defined in the CBS, RAWP, PAMP, all permits and approvals, and the work scope summary contained herein. This shall include maintaining a daily log to ensure that the RA work is accurately recorded and documented, and submitting an electronic Site Inspection Report and digital photographs to update the project team daily. The COE shall also witness and document the condition surveys performed by the Consultant to assess the Site conditions.
2 Generate and maintain a comprehensive commitment and milestone tracking system to support the RA project.
3 Maintain an up-to-date table to track any deviations from the RAWP.
4 Prepare an Agency Contact Memorandum within 24 hours for any Site visit by or discussion with regulatory agency personnel.
5 Resolve, gain approval and track the status of any field change memos that may be generated to request clarification or resolution of any construction or design conflicts or problems.
6 Participate in project related meetings at the Site during the course of remediation to address design/construction issues as needed to support the project schedule.
7 Take digital construction progress photographs of key work activities and transmit them via e-mail or File Transfer Protocol (FTP) server to the project team on a daily basis.
8 Ensure that perimeter air monitoring is being performed accurately and continuously during the project in accordance with the PAMP.
9 Oversee daily operations of the Perimeter Air Monitoring Technician (PAMT) for the duration of the project.
10 Perform post-excavation sampling.
11 Track and maintain documentation for soil, water and debris disposal.
12 Maintain and update summary tables for excavated soil, stockpiled soil, soil transported off-site, debris disposed, backfill placed, groundwater discharged, and foam and/or neutralizer used.
13 Provide their own appropriate safety equipment, including PPE, instrumentation, etc. required to complete all work in a safe and competent manner in accordance with all applicable regulations and the HASP.
* 5+ years construction management experience, and able to meet the requirements of 29 CFR 1910.120(e)(4) and 29 CFR 1910.120(e)(3).
* Up-to-date status and medical clearances.
* BS degree in Engineering or Construction Management required. MS degree preferred.
* OSHA 40HR HAZWOPER, required.
