Job Description
Under the direction of the Purchasing Manager, the Contract Manager is responsible for working with internal business partners to ensure successful selection and implementation of vendor solutions, including contract negotiations and vendor management.
The Contract Manager will ensure that the selection of vendors is consistent with corporate strategies and objectives, and in compliance with the Purchasing Policy and Procedures.
The Contract Manager will work closely with business and project managers to understand their business needs and will promote corporate purchasing policies and procedures through coaching or leading initiatives.
The Contract Manager will work closely with the business owner to identify business issues that will need to be negotiated.
The Contract Manager provides the first review of contract documents to identify legal issues that will need to be negotiated. In some cases, the Contract Manager will handle the legal issues by themselves, without the need to involve the Legal department. When necessary, the Contract Manager will work closely with the Legal department to develop and negotiate contract language that meets the business needs.
This individual will work with the business owner to monitor the performance of key suppliers to ensure contract and service level requirements are achieved and maintained.
They will take appropriate actions to remedy vendor performance problems, if necessary.
1. EDUCATION
Bachelors Degree and significant applicable Purchasing experience. Certification in Purchasing Management preferred.
2. EXPERIENCE
Minimum of 10 years of procurement experience inclusive of contract writing, vendor selection, bidding and negotiations, and vendor performance management. Minimum 2 years of experience leading cross-functional teams through the RFP and contract negotiations processes. Excellent writing, negotiating, leadership, interpersonal, communications and analytical skills required. Ability to work independently, self motivated and creative in problem solving. Experience in health insurance or a service industry similar to Tufts Health Plan is preferred.
3. COMPLEXITY
Requires ability to handle multiple projects simultaneously, ability to make decisions independently, with a strong understanding of organizational impact. Must possess the ability to analyze and clearly summarize business and numerical data. Ability to direct cross functional and multi-dimensional vendor solutions essential.
