Job Description
Summary:
Manages and supervises three Principal Contracting Officers responsible for the Sponsored Research activities for the Energy and Environmental Technologies Division (EETD), Materials Sciences Division (MSD), Chemical Sciences Division (CSD) and the DOE National Designated User Facilities the Molecular Foundry, National Center for Electron Microscopy, the Advanced Light Source and the Genome Center. In addition , performs Principal Contracting Officer responsibilities for the Earth Science Division, Directors Office, and Operations Division that can include: sponsored research contact negotiation, business analysis, funds control, and database maintenance in support of a broad range of technology transfer programs. Specific duties include proposal approval and submittal, awards negotiation and acceptance, and post award management. Duties also include the research, interpretation and implementation of DOE financial, technology transfer, intellectual property and export control policies/ procedures on a regular and ad hoc basis including development and presentation of guidance to divisional analysts, scientists and Laboratory Management. Provide leadership or support on various long term and or ad hoc process improvement initiatives.
Provide policy analyses; develop new procedures, forms and documents for sponsored projects. Is the primary backup to OSPIP Manager.
Responsibilities:
30% Provides management and supervision to three Principal Contracts Officers who provide sponsored research services to EETD, MSD, CSD, and LBNL's Designated User Facilities. Responsibilities include coordinating activities to make sure all scientific division needs are met, training on sponsored research policies and procedures, providing coordinated backup on their activities, as well as normal supervision activities such as performance review.
20% Reviews and approves external funding proposals for compliance with applicable DOE, LBNL, Sponsor and UC policies. If approved, submits proposals to sponsor and DOE (when necessary). Advises Earth Science Division (ESD) scientists and management on innovative proposal strategies to better achieve objectives and reduce approval time by DOE. Partners with the scientific divisions to obtain research funding from new and continuing sponsors in order to help achieve ESD's scientific goals.
20% Analyzes contract terms and conditions to in order to successfully negotiate research funding agreements with public and private sector sponsors. Often issues such as intellectual property, liability, and export control require the Contract Officer to apply advance knowledge, principles and theories to develop innovative solutions to satisfy the Sponsor and maintain UC and DOE policies regarding research agreements. Failure to do so may result in loss of research funding resulting in layoff of scientific staff. Contract negotiations often involve sponsor's lawyers and chief executives especially for the private sector
15% Involved in developing, modifying and executing Lab policies that affect immediate operations and have a lab wide effect. Works on sponsored research issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.
10% Represent the Laboratory at meetings and discussions with DOE Headquarters WFO, Legal, Technology Transfer, and Office of Science managers to discuss policies and requirements effecting sponsored research at LBNL. In addition, represent the Laboratory at meetings and maintain good working relationships with DOE BSO management and staff involved in the review of sponsored research at LBNL
