JOB DESCRIPTION

LongView is looking to hire a Cost Estimator to support the VA Financial Management Transformation Office (FMTS) Program Planning, Management and Support (PPMS)

Responsibilities:

* Analyze documentation to prepare and maintain a life cycle cost estimate (LCCE) for a large, complex financial modernization program

* Perform EVM in concert with the schedule management lead

* Ensure alignment between estimates and budgets including reconciliations

* Assess cost effectiveness of products, projects or services

* Prepare various cost estimates used by management for purposes such as planning, organizing, and scheduling work.

* Set up cost monitoring and reporting systems and procedures

* Conduct special studies to determine return on investment, cost/benefit analysis, and total cost of ownership

* Perform quantitative analysis of risks including expected monetary value and decision tree analysis

* Develop a cost management plan

* Experience leveraging the GAO Cost Estimating and Assessment Guide

* Experience with large-scale federal government programs

* Experience supporting customers at the Department of Veterans Affairs

* Microsoft Project experience

* PMI familiarity applying PMBOK principles

* Federal EVM principles
