As the senior leader of a large and dynamic team of IT professionals, the successful candidate manages the delivery of Enterprise Information Services (EIS), Inc.'s IT services on the Systems Engineering Technology and Innovation (SETI) IDIQ contract for the Defense Information Systems Agency (DISA). * Effectively lead and manage multiple teams and multiple task orders in an IDIQ environment

* Serve as the primary Point-of-Contact for technical direction and day-to-day management of the EIS contractor team

* Responsible for primary communications with all customer and contractor-team stakeholders

* Successfully achieve all cost, schedule, and technical performance objectives on the SETI Program

* Direct the delivery of technical services and ensure timeliness and quality of all services, products, and deliverables

* Ensure that all teams are staffed adequately and appropriately with qualified personnel

* Prepare and submit Monthly Status Reports (MSRs)

* Develop and maintain the Program Management related deliverables

* Identify, prioritize, and mitigate all program risks

* Perform technical scope assessments and resource estimates

* Produce monthly financial analyses, including Estimates-To-Complete (ETCs) and Estimates-At-Completion (EACs)

* Continually improve program and process efficiencies and effectiveness

* Ensure timely completion of all compliance and training requirements

* Perform Capture Management and lead winning task order proposal development efforts


Minimum Qualifications:

* U.S. Citizen

* Must be able to obtain and sustain a DoD Top Secret clearance

* Bachelor of Science degree from a 4-year college in a technical field such as engineering, computer science, or IT Management

* 10+ years of IT management experience

* 5+ years of hands-on systems engineering experience across all phases of the systems engineering life cycle

* Proficiency in managing multiple, large teams in a dynamic and challenging IDIQ environment

* Demonstrated ability to resolve technical and management issues across the full spectrum of IT services

* Well-versed in DISA IT strategic planning, management, policies, directives, doctrine, regulations, tools, and methodologies

* Capable of establishing a positive rapport with Government Contracting Officers, Contracting Officer Representatives, and Program Managers

* Adept at capture management and producing winning task order proposals

Desired Qualifications:

* PMP certified

* ITIL certified

* CSEP certified

Desired Experience in:

* Federal Enterprise Architecture (FEA)

* Model-based Systems Engineering (MBSE)

* DoDAF Framework
