The Data Modeler provides support to the Rhode Island Office of Management and Budget, Office of Internal Audit (Audit). This position is responsible for separating different types of data into structures that can be easily processed by computer systems. The Data Molder focuses on very specific issues such as the way data moves from one system to another or data redundancy problems.

Essential duties and responsibilities include the following. Other duties may be assigned.

Designs data architectures and translates data so that it can be read by various types of computer systems.
Designs and builds databases that are used in relation with data architectures.
Assists in the development of strategies for archive recovery, database implementation and data acquisition.
Cleans and maintains databases by restructuring and deleting old data.
Leads and sometimes directs the work of others. Works with a team to accomplish common goals.
Completes reports and provides to a team leader, manager or supervisor.
Works with other IT groups and departments to assist in the coordination of future activities and plans that involve computing and data.
Identifies and recognizes areas in which policy or procedure changes could assist the businesses.

Develops and maintains data models (logical and physical) for operational and analytical systems in the Enterprise

Maintains the model repository and ensures the models are current.

Works closely and communicates effectively with the IT development staff on providing the best data design solutions.

Builds data requirements from functional requirements, source data and meetings. Generates data models from scratch to meet requirements and follow best practices.

Works to promote the enterprise's data governance standards.

Reviews and approves requests pertaining to database objects in a timely manner, including new and revised models (complete application data structures), tables, views (regular or materialized), columns, indexes, relationships and keys.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability.

Bachelor's degree and a minimum of three (3) years relevant experience, or equivalent combination of education / experience.
Minimum two (2) years of experience in performing data analytics. Minimum one (1) year experience in working with benefit fraud detection in government benefit programs preferred.

Knowledge in meta data management and data integration engines
Knowledge in supporting as well as implementing data infrastructures Knowledge of the entire software development process including design and deployment
Knowledge of the design, development and maintenance of various data models and their components Demonstrated Knowledge of Unemployment Insurance fraud detection preferred
Demonstrated Knowledge of Disability Insurance fraud detection preferred
Demonstrated Knowledge of Taxation preferred
Demonstrated Knowledge of Health and Human Services fraud preferred
Demonstrated Knowledge of data mining preferred
Demonstrated Knowledge of dynamic modeling preferred
Excellent analytical and problem-solving skills Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise
Ability to manage multiple projects and priorities as well as to meet specified deadlines
Ability to work both independently and in a team environment


Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
