The Database Marketing Manager is responsible for managing targeted marketing campaigns, campaign performance analysis and the direct marketing prospect database. This position supports acquisition marketing for individual and senior health plans. The primary function of acquisition marketing is to deliver qualified leads to inside telesales and the online portal by utilizing multiple media channels such as paid search, direct mail, direct response television, print media, etc.
Responsibilities:
* Serve as the Blue Shield expert on lead generation data and analytical applications that access the Sales and Marketing Database.
* Work with marketing, direct sales, outside agencies, and Blue Shield IT to research and resolve data issues related to campaigns and analysis.
* Ensure that completed marketing plans are evaluated and 'lessons learned' are disseminated to stakeholders.
* Serve as project manager for database and reporting enhancements (e.g., new data feeds, reports). Work with marketing, direct sales, outside agencies and others to implement enhancements. This entails writing business requirements and developing and executing QA plans.
* Make recommendations to improve the business processes as they relate to the database and continually look for ways to make the processing more efficient.
* Manage agency relationships and budget as they pertain to database marketing.
* Set operational initiatives and assignments on a day-to-day basis.
* Manage data quality to produce accurate information as efficiently as possible.

Education/Requirements:
* Requires a BA/BS in marketing, economics or related field.
* Graduate degree (e.g. MBA) is highly desirable.
* Demonstrated leadership ability to successfully lead direct reports and/or major cross functional teams.
* Ability to influence on the most complex, strategic issues to executive levels within the company.
* Willingness to complete detailed level work such as research data issues to identify root causes, document business rules, and test system changes.
* Proficiency with business intelligence (BI) software and applications (e.g., SQL, SAS, SPSS, Unica).
* 7 or more years of combined experience in database marketing, direct marketing, customer reporting and analytics.
* 5 or more years of management responsibility for hiring, performance and salary reviews, promotions and disciplinary matters for direct reporting employees.
* Outstanding communication, facilitation, negotiation and presentation skills.

Supervisory Responsibilities:
* Has management responsibility for the hiring, performance and salary reviews, promotions and disciplinary matters for direct reporting employees.
* Develops individual goals and objectives linked to the department business plan.
* Monitors on-going employee performance and communicates feedback on goal achievement and job responsibilities.
* Provides developmental, training, coaching and mentoring opportunities for direct reports.
