Deputy Director - Public Works
DEPUTY DIRECTOR-PUBLIC WORKS (EXE- LEV)
Public Works establish and enforce the City's building and development codes; all in a responsive, effective, efficient and responsible manner to serve our customers.
Under the leadership of the Director of the Public Works and Engineering Department, this senior executive position will lead and direct a staff of about 450 employee in the operations of the four branches of the Resource Management Division: Financial Management (Fiscal Services, Accounts Payable and Budget Management), Materials Management (Procurement, Contract Management, Warehousing and Distribution of general and technical inventory items), Utility Customer Service (Water, Sewer and Drainage billing, credit, collections, meter reading and wholesale water services), and Capital Projects and Assets Management (full life cycle capital project accounting and constructed and purchased fixed asset management and accounting). Additional responsibilities include debt management, forecasting and analysis of water and sewer rates, utility rate studies, financial audits, ensuring sufficient available funding for the Department's ongoing requirements of the Capital Improvement Programs and obtaining necessary long term financing. The Deputy Director represents the Department Director as assigned, serves on city-wide committees, task forces and working groups, responds to media inquiries, presents before City Council and represents the Department to the State before various boards, commissions and legislative bodies.
The best candidate will be a collaborative individual with strong communication and leadership skills. A strong candidate will be an experienced Certified Public Accountant or possess extensive experience as a financial manager.
The position is physically comfortable; the individual has discretion about walking, standing, etc. This is a Department of Public Works & Engineering Emergency Management position at the Tier 1 Level
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's Degree in Finance, Accounting, Business Administration or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Ten (10) years of progressively professional financial experience are required, with at least four of the years in a management capacity handling complex financial issues. A Master's degree in Business Administration, Finance, Accounting or a field closely related to the work being performed may be substituted for two years of the experience requirement.
MINIMUM LICENSE REQUIREMENTS
Valid driver's license and compliance with the City of Houston driving policy A.P. 2-2
Certified Public Accountant or have extensive experience at the financial manager level or higher.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualification necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
Salary Range - Pay Grade 36
