ROLE SUMMARY:

The District Terminal Specialists will ensure terminal compliance through implementation and support of programs applicable to pre-audit preparation. This will be measured by the development of, or completion of regulator and customer inspections, audits such as the Work Procedure Review, Field Location Audits, and Measurement audits. This position will ensure additional terminal compliance through their support and involvement in Operational Excellence incident investigations, operations training, and operating manuals development. This position will also ensure terminal performance through monitoring, investigating, and establishing guidance for product inventory management, provide support for the Terminal Automation System implementation and training, and serve as the customer service liaison between our terminals, carriers and distributors.

RESPONSIBILITIES & ESSENTIAL FUNCTIONS INCLUDE:

Be safe, knowledgeable, and proficient at all Terminal Operator tasks below:

*

TERMINAL OPERATIONS. Overseeing themaintenance and repair of the terminal loading rack and equipment associated with terminal operations; keeping the facility in good working order and acceptable appearance and maintaining the facility to meet or exceed company standards.
*

PRODUCT CONTROL. Receiving, storing, and distributing of petroleum products via pipeline, rail, and marine dock (if applicable), following all product movement, measurement and quality control procedures.
*

REGULATORY COMPLIANCE. Ensuring compliance with all safety directives, environmental regulations, and operating procedures, including Coast Guard, local, state and federal environmental agencies.
*

CUSTOMER SERVICE. Maintaining a good relationship with all terminal customers, responding to their inquiries and needs as required.
*

EMERGENCY RESPONSE. Responding to terminal, pipeline, rail and marine related emergencies and participating in annual emergency response training drills.
*

INVENTORY CONTROL SYSTEMS. Maintaining all computer inventory control systems and participating in any inventory issue investigations.
*

ANNUAL BUDGETS. Assisting in compiling annual project lists and costs for annual budget purposes at each terminal.
*

PROJECTS. Assisting in long term maintenance capital programs for each site.
*

LEADERSHIP. Assist Operations Manager (OM) with employee relations
*

Ensure safe operations by administering programs and audits to assist in employee compliance with company policies.
*

Respond to emergency response notifications and serve as the Planning Officer for emergencies within their district.
*

Ensure representation in appropriate Public Awareness Programs.
*

Assist and/or lead in Operational Excellence Incident Investigations, develop programs to eliminate future incidents.
*

Support training and development of Terminal Specialists, Lead Terminal Operators, and Operators through auditing and development of Terminal Manual content to support Terminal Operations.
*

Provide coaching, training & Operator Qualification (as necessary) within Terminal Operations
*

Support District Staff, Operations Managers, Field Employees.
*

Request support from the District Work Team on operational objectives and immediate needs, when necessary.
*

Conduct Work Procedure Reviews to ensure policies and procedures are accurate and being performed correctly.
*

Assist Corporate Program Owners w/ program development as a subject matter expert (SME)
*

Implement Terminal Operations programs and ensure Field Work/Programs are completed.
*

Ensure reliability of assets by auditing timely maintenance in compliance with company and regulatory requirements.
*

Be aware of and develop Maintenance Priorities and Preventative Maintenance Programs (VRU/VCU, Fire Protection Systems, etc.)
*

Conduct troubleshooting of issues to provide solutions to the Field Operations Team (Product Quality, Rack Down Time, Seal Leaks, Project Identification, etc.)
*

Ensure product inventory loss/gain is properly monitored and documentation is captured to allow for investigation by conducting audits such as Measurement & Loss/Gain Program Audits.
*

Assist with inventory discrepancy investigations to identify issues and work as Terminal Operations SME to develop & implement programs to eliminate out of tolerance losses/gains
*

Maintain a good relationship with all customers and respond to their inquiries and needs as required. Customers are defined but not limited to; Volume Accounting, Scheduling, Operations, Suppliers, Distributors, Carriers, and Drivers.
*

Assist with business development to grow terminal revenue. Keep aware of competitive environment and consult with Operations and /or the Terminal Customer Service Group if action is required to capture or retain business.
*

Demonstrate a good understanding of the terminal business.
*

And other duties as assigned.

POSITION REQUIREMENTS:

*

High School Diploma or equivalent required.
*

Bachelor s Degree preferred.
*

5+ years of Terminal Operations or equivalent industry experience is required.
*

Experience with Marine or Rail Terminal Operations is preferred.
*

Proficiency using Microsoft Office products required
*

Solid understanding of terminal operations
*

General knowledge or experience in the petroleum industry is required.
*

Experience managing operations is helpful.
*

Up to 50% Travel may be required

CERTIFICATES & LICENSES:

*

As applicable; this position is subject to the regulations set forth by the Transportation Security Administration, United States Coast Guard, Federal Railroad Administration, and the Department of Transportation.
*

Valid driver s license in the state of employment.

OTHER SKILLS, ATTRIBUTES AND ABILITIES:

*

Individual must be knowledgeable of petroleum terminal regulations, environmental regulations, safety directives and operating procedures, which includes US Coast Guard, local, state and federal agencies, to assure compliance.
*

Individual must be of product characteristics to assure compliance and to prevent product quality contamination.
*

Individuals must have the knowledge and ability to analyze and solve both personnel and Terminal operational issues.
*

Good communication skills, with all levels of the organizations, are required. Should possess leadership abilities and promote a strong team environment.
*

Individual should be a self-starter who is able to work with limited oversight and take ownership and responsibility for their assigned district(s).
*

Individual must consistently exhibit a high level of customer service and insist on a high level of customer service from the Asset Team.
*

Although a portion of the time may be spent in an office environment, the incumbent is required to spend the majority of time in the field environment.
*

Individual must be available during non-work hours as required and will be required to carry a cell phone at all times. Normal and extraordinary work circumstances may require, without notice, extended hours, weekend and/or holiday work.
