Job Summary:
The United States Air Force (USAF) requires EOD support services for USAF bases to include:
managing EOD training and training documentation, maintenance of EOD tools and equipment and required equipment documentation, drafting plans and procedures, reviewing EOD technical reports and making recommendations to management, conducting unit self inspections, assisting EOD flight management, managing Status of Resources and Training as well as the AEF Reporting Tool, managing EOD mobility procedures as well as determining ground and explosive safety requirements.
Summary of Essential Job Functions:
The Flight Technical Support Specialist provides Flight support in areas of EOD training, operations, and logistics.
Duties:
The Flight Technical Support Specialists report to their respective Flight Chiefs (OPCON) and MAJCOM Leads (ADCON) and perform any or all of the following duties:- Prepare flight's recurring training program to include scheduling, tracking and reporting flight's shortages and missed training
- Assist the EOD Flight Chief with validation of the training program
- Schedule Air Education and Training Command (AETC), Defense Threat Reduction Agency (DTRA), advanced EOD courses and other vendor training to ensure currency of assigned members
- Assist with flight training and equipment needs for contingency deployments and all base support requirements to include Prime Base Engineer Emergency Force, which includes all Air Force Instruction (AFI) 10-series requirements- Provide training on technical intelligence for exploiting unknown weapons systems/devices for worldwide dissemination to other EOD organizations and the FBI Bomb Data Center as required; plan for and coordinate training with base agencies to provide an emergency management response capability for on- and off-base Department of Defense (DoD) and non-DoD incidents involving aircraft, explosive ordnance, and other hazardous materials
- Draft plans and procedures to ensure Flight maintains proficiency in emergency response duties on a continual basis; prepare for, participate in and document recurring tests of emergency response notification procedures; proficiency is maintained and demonstrated through training scenarios, emergency response exercises and advanced refresher training that focuses on readiness for potential emergencies
- Facilitate and support implementation of EOD-related training programs developed for other base functional areas, to include local Weapons Safety, Munitions Familiarization, Explosive Ordnance Reconnaissance, Base Recovery After Attack, bomb threats, bomb discoveries, etc.
- Conduct and/or provide implementation support of EOD presentations, plans and programs related to public awareness seminars and training for federal, state and local civilian and law enforcement personnel/agencies
- Develop lesson plans; update as necessary
- Stay current on information regarding techniques employed in detection, identification, determining safest method of handling, rendering safe, recovery and destruction of domestic and foreign conventional, nuclear, chemical, biological and improvised explosive ordnance
- Provide training in order to maintain EOD Flights' proficiency for demolition and handling of explosives in accordance with DoD, Air Force (AF) and Air Force Office of Safety and Health (AFOSH) directives
- Maintain Flight's accountability for issue and destruction of materials in accordance with all governing directives; contractor shall not be a team member or leader of any EOD emergency or incident response and will not handle explosives
- Maintain Flight's AFOSH/OSHA programs to ensure compliance with emergency response operations and AF Form 55, Employee Safety/Heath Record programs
- Assist with developing scenarios and provide technical advice preparing after-action reports and conducting debriefings
- Provide EOD controller duties during EOD training exercises including setting up EOD exercise, evaluate, inject scenarios, and then provide a recommendation to the EOD officer/NCOIC as to possible improvements.
- Provide plans for and assist EOD Flight Chiefs in coordinating with federal, state and local authorities as well as other base agencies in combating criminal and terrorist explosive devices, to include Weapons of Mass Destruction (WMD)
- Assist in preparation of operating instructions for EOD flight functions to include responses
- Prepare and maintain records and reports incidental to render-safe and disposal activities for higher echelons
- Develop and submit proposed guidance and coordinate with key staff members of the Wing Force Protection/Threat Working Group and in the development of training plans, procedures and policies
- Conduct internal self-inspections of functional areas to ensure compliance with Air Force Instructions and local policies; track discrepancies to ensure closure and institutionalization of corrective methods/processes
- Provide operations and scheduling support for emergency and range response to ensure compliance with environmental rules and regulations as it relates to EPA Military Munitions Rules- Schedule and coordinate range operations
- Inspect EOD Disposal Range for compliance
- Prepare Flight Standby and Recall Rosters
- Develop and maintain EOD response guides
- Electronically submit EOD reports using Automated Civil Engineer System (ACES) EOD
- Update weekly Very Important Persons (VIP) status to Very Important Persons Protection Support Activity (VIPPSA)
- Analyze results of Staff Assistance Visits; perform Self Inspections and provide findings to flight/MAJCOM EOD leadership
- Request assistance from other units, services, federal and state agencies through appropriate channels
- Coordinate EOD Operations with other units, services, federal and state agencies
- Prepare Staff Summary Sheets for official documentation
- Review, update and submit 120-day status report to MAJCOM
- Review and update Operation Plans (OPLANS), Memorandum of Agreements (MOA) and Memorandum of Understandings (MOU) as required
- Conduct and submit semi-annual United States Secret Service (USSS) inventory and maintain accountability of USSS credentials
- Develop and maintain Operations continuity guide
- Brief Flight calendar and appointments at daily morning meetings
- Assist Flight personnel in obtaining official and tourist passports
- Assist Environmental Flight with emergency disposal permits and documentation
- Produce temporary duty (TDY) orders and make travel arrangements
- Monitor and implement Force Protection Conditions (FPCON)
- Maintain hard copy and electronic filing system (File Plan)
- Maintain flight members' weekly schedules and personnel status using Outlook Calendar and Workcenter Activity Tool (WAT)
