DETAILED DESCRIPTION
- Job Functions and Responsibilities:
It is preferred that the individual(s) have at least 3 years experience in systems integration, systems engineering, IT Security, policy, governance, privacy, records management, information sharing, performance management, or business management. The general qualifications of the ESMARTS base SOW apply and additional desired qualifications which are beneficial to support the tasks are as follows:

- Skilled in systems integration, systems engineering, IT Security, policy, governance, privacy, records management, information sharing, performance management, or business management.
- Required to independently plan, execute and report on tasks as identified by the Government.
- Have excellent written and oral communication skills and be able to work in a team environment.
- Provided the following skills:
o IT Technical Support
- Addresses any IT expertise that may be needed within the Office of the Chief Information Officer (OCIO). Develop and manage current databases, research technical matters as applicable to policies being developed, and explore future projects assigned by OCIO that are of a technical nature. Projects include but are not limited to the investigation and incorporation of new IT management tools and the development and maintenance of websites.o IT Architecture Coordination
- Provide coordination between the OCIO and other Government Customer organizations to enable the Chief Information Officer (CIO) to exercise his oversight responsibilities concerning implementation of enterprise architecture, including standards development, coordination, and enforcement, to other processes, particularly the IT Planning and Investment Control, IT Strategic Management, interoperability compliance, and configuration control processes. This coordination complements the support under IT Governance by providing additional technical and programmatic information on program direction from oversight and external organizations regarding application of Enterprise Architecture. Manage, administer and support the development and construction of architectural models to logically capture critical components of the Customer enterprise.o IT Strategic Management
- This process provides an overall strategic planning and implementation framework that focus on enterprise strategies for the Government Customer. The IT Strategic Planning process shall yield a Customer IT Strategic Plan (ITSP) that is approved by both the OCTO leadership and key stakeholders. The process also includes creating an IT Strategic Planning Project Plan, ITSP Standard Operating Procedures, and ITSP Implementation Plan. IT Strategic Management includes IT Human Capital Plan development and execution within the Government Customer. IT Strategic Management includes developing and executing the plan for implementation of the ITSP and integrating and aligning the ITSP with governance, policy, architecture, investments, acquisition strategies, functional management and performance management. IT Strategic Management includes developing and executing the plan for communication of the strategic planning activities to the Customer workforce and partners.o Mission Partner and Stakeholder Engagement
- Develop and build strategic CIO partnerships. Work to drive the efficiencies in IT management at Customer and partner
-organizations by identifying opportunities of joint interest. Mission Partner and Stakeholder Engagement includes developing and executing an outreach plan that incorporates CIO goals and objectives; facilitating CIO meetings with other agencies; providing service and acting as Secretariat to partner agencies as needed; and developing and executing OCIO communication plan to explain OCIO organization, priorities and major accomplishments.

JOB REQUIREMENTS
- Other Certifications and Job Qualifications:

- Knowledge and experience in security disciplines including, but not limited to, information systems security, operations security, administrative security, personnel security, physical security and communications security.
- Expert professional knowledge and experience of information systems security policies and practices, computer science, state
-of
-the
-art security tools and applications, and a thorough knowledge of IT.
- Knowledge and experience with XACTA.
- An understanding of the CIO and the role it plays within the Government Customer, as well as E technical issues and both Government Customer at large and the greater IC and DoD communities
- The ability to provide CIO expertise in developing IT policies, procedures, directives, performance metrics, and statutory reporting. The ability to interface with different personalities in a range of positions, including many at very senior levels within multiple agencies;
- The ability to develop high
-quality graphical briefings and brief senior
-level
- Personnel.
- Issues memoranda and briefings, and design documents and status reports as required.
- Senior Management Review evaluations and recommendations, as requested.
- IT policy, performance metrics, statutory internal reporting, and compliance documents
- Daily updates of focus areas to inform the OCIO Daily Calendar (BGP) Job Requirementst('5')
Education, Skill, and Experience Requirements:

This position requires a Bachelor's degree and 3
-6 years of work relevant work experience.
