Job Description:


Perform duties with the complexity of administrating a program and respond to and successfully work all to Government Furnished Property/ Government Furnished Equipment (GFP/GFE) tasks and requirements to completion.



* Apply knowledge of GFP/GFE purchasing to determine cost, develop budgets, process purchasing documentation and resolve issues to ensure adequate asset availability. Apply knowledge of FAR Part 45 and AFMC instructions pertaining to Government Furnished Property/ Government Furnished Equipment (GFP/GFE). Apply good communication skills, verbal and written, to interface with technical and non-technical personnel in the performance of this position.

* This position may be for a USAF or FMS funded case position.

* Must possess an in-depth understanding of the USG financial management and contracting processes and associated data products. Must also have hands on experience in the Military Standard Requisition & Issue Process (MILSTRIP) procedures, government property regulations, as well as extensive knowledge of acquisition, supply and transportation processes.

* Responsible for the management, budgeting, planning, analyzing, tracking, and delivery and sparing of all Government Property (GP), in support of the Weapon System modernization managed by the government, to the prime contractor, subcontractors, and flight-test personnel.

* Prepare, monitor, review, analyze and coordinate FMS documentation in compliance with established USG and FMS policy and procedures.

* Thoroughly understand the specialized FMS process and FMS unique documentation requirements including, but not limited to the LOR, LOA, and Mission Designation Series support.

* Responsible for logistics planning and execution support of the system, sub-systems, and overall monitoring of requisitioning and control of government property IAW MILSTRIP, and contract obligations.

* Responsible for government property and alternate mission equipment from acquisition to final closeout at the Prime Contractor s facilities and any GP located at the subcontractors facilities and government installations.

* Responsible for ordering, tracking, and monitoring, assessing prime contractor property plans, cost projections, and schedules for suitability with customer requirements.

* Perform trade-off studies to determine the best method between GFE and Contractor Furnished Equipment (CFE) for cost effectiveness and meeting schedule requirements to support the customer.

* Assess, monitor, develop risk mitigation plans and strategies, and conduct studies to determine if need dates for government property can be achieved, mitigate risks and resolve issues related to government property logistics, and, if required, develop workaround solutions to prevent shortages.

* For contractor facilities, interface with the Defense Contract Management Agency (DCMA) for contractor compliance and implementation of government property in the contractor s possession, in accordance with established FAR 52.245-1 GP policy and procedures. For government installations, interface with the prime contractor and the program designated logistics government supply support lead for installation compliance of the government property in the contractor s possession at that installation.

* Support monitoring customer accountability and resolution of GP plans and any associated issues.

* Participate in PMRs, logistics working groups, technical interchange meetings, design reviews, test readiness reviews, configuration review boards, configuration control boards, technical working groups, configuration audits, reliability and maintainability working groups, interoperability working groups, and other working level meetings.

* Prepare GFP inputs for program documentation including the Statement of Work (SOWs) and CDRLs designed to govern weapon systems modernization. Provide FMS LOA support. Produce products that include the evaluation of technical proposals, input for acquisition strategies, plans and property status reports.

* Assist with product support in execution of its government property management mission.

* Review and evaluate contract proposals for GP requirements; track shipment, delivery, and other issues of production installed GP to include repair and return of all GP.

* Review and advise the program office authorities on all Advance Change Study Notices (ACSNs), Contract Change Proposals (CCPs), and Engineering Change Proposals (ECPs) for impacts.

* Assist in managing the acquisition, modernization, and support of existing PME and SE processes.

* Ensure the correct configuration of government property is installed on the jets to be modified, including the test jet.

* Identify the spares requirements for all government property to include the test jet.

* Function as a liaison with widely dispersed team members in preparing technical materials, briefings slides, handouts, minutes, letters, reports and agendas.

* Assist in accomplishing requirements, determination, scheduling and procurement planning for GFE and Alternate Mission Equipment. Review and evaluate contract proposals for GFE requirements, track shipment, delivery and other issues of production installed GFE to include repair and return of all GFE.

* Conduct studies to determine if need dates for GFE need can be achieved or if required, develop work around solutions to prevent shortages to the production line.

* Assist in evaluating the need for, and disposition of special buying tooling and special test equipment in support of aircraft production testing. Manage all acquisition, modification, transportation and existing GFE processes.

* Utilize specialized experience in the development of GFE and Buyer Furnished Equipment listings to support all phases of integration and LOA requirements.

* Review draft and final Production & Non Production DD Form 610 lists to assess USG ability to support the program. Update the program DD Form 610 as changes occur. Monitor and track assets and work with the USG, prime contractor and engineering personnel to ensure contracts essential to the program are in place.

* Assist in the procurement of items through the USG item manager, MILSTRIP or other contract methods/actions as required. Accomplish procurement milestone planning, status tracking, database management, metrics development, schedule execution and test asset utility management.

* Assess contractor s efforts for items the GFP manager is responsible for by keeping abreast of system schedules, performance progress, and timely resolution of logistical risks and issues. Develop mitigation plans to provide cost and schedule impacts to production.

* Control transportation for the program through issuance of Transportation Control Numbers, and tracking the delivery of items from all LOA Lines. Coordinate with the foreign customer and USG contractors to research all missing and lost items procured from all LOA lines including those items returned for repair. Attend all team and GFP meetings as necessary to execute the requirements of the LOAs.

* Prime Contractor s facilities and any GP located at the subcontractors facilities and government installations.

* Responsible for ordering, tracking, and monitoring, assessing prime contractor property plans, cost projections, and schedules for suitability with customer requirements.
