The company's five proprietary blending facilities and its world-class research and development facilities enable ConocoPhillips to supply premium quality products.Description:The position is accountable for coordination of the Lubricant's Los Angeles blending and packaging plant site's Health, Safety, Environmental (HSE) management system to ensure compliance with ISO 140000, and all other relevant agencies (USCG, EPA, DNR, TSA, City and County) rules and regulations.Responsibilities may include:* Complete all HSE regulatory reporting, permitting and fees timely and accurately.* Identify, develop, coordinate, implement and manage all HSE training needs, procedures and manuals.* Accident/incident reporting and investigation.* Manage auditing requirements, coach and train existing and new auditors, of HSE management system. Ensure corrective action plans are developed, documented, and coordinated with the Leadership Team. Serve as lead auditor and management representative for all internal/external auditing. Serve as the site management representative for all third party and regulatory HSE audits.* Coordinate the investigation and documentation of HSE events and customer complaints as designated. * Develop and execute Overhead and Operating Expense Budget for the HSE function.* Support project management in the coordination of Management of Change, Process Hazard Analysis or FMEA activities to support the HSE management system changes and plant projects.* Obtain, maintain, and renew where necessary, any local, state and federal permits as needed for continual operation of the plant (boiler operation, air permit, building permits, tank installation, fire safety permit, etc.) and implementation of construction project permitting.* Support the Safety and Environmental Teams to ensure HSE goals and objectives in correlation with corporate goals and objectives and foster continuous improvement.* Serve as a member of the Leadership Team to develop and implement the business plan and facilitate the HSE Process Excellence program.* Serve as point of contact for OSHA VPP Star documentation, auditing, reporting.* Obtain Qualified Individual and Person In Charge Status* Collect and maintain HSE metrics (OSHA TRR, LWC, man-hours, energy use, waste, and other key performance indicators)
