Phase One Consulting Group is seeking Human Capital Management Consultants to support the Chief Information Officer at a Federal agency with their recruitment and on-boarding processes.

Responsiblities

- Creating, reviewing, and modifying position descriptions for accuracy and consistency
- Conducting job analyses by working with Division Managers on position requirements to determine if the specificity of duties is correct
- Preparing drafts of vacancy announcements
- Monitoring recruitment timelines actions such as other office detail assignments, transfers from other agencies, Not to Exceed (NTE) quotas, and conversions to full time employees in order to ensure timely selection of candidates
- Performing various personnel actions, such as recruitments, reassignments, detail assignments and timely selections
- Assisting with reviews of qualifications, ratings, and rankings of applicants
- Managing and tracking candidates (contractors and federal employees) throughout the entrance on duty (EOD) process
- Developing process timelines and identifying areas requiring improvement
- Developing reports to reflect status of ongoing projects
- Creating and maintaining CIO staffing and organizational plans
- Monitoring all activities from job announcement to EOD
- Overseeing recruitment activities, such as making recommendations to senior leader-ship and support administration to ensure appropriate staffing
- Managing and tracking candidates (contractors and federal employees) throughout the separation process
- Monitoring all activities from job announcement to EOD

Requirements

- Prior Federal Human Capital Management experience required
- Prior experience with the Federal recruitment and staffing process preferred
- Solid presentation skills, including ability to engage employees and clients at all levels within organizations
- Solid facilitation skills, includes ability to manage group dynamics and facilitate meetings, and working sessions to achieve intended outcomes
- Technical writing skills, includes independent development of focused, accurate and high quality reports, proposals, and thought leadership pieces
- Initiative, organization, attention to detail, flexibility, and ability to produce and support deliverables
- Able to work with Federal managers to validate and assess workforce requirements
- Ability to collect, analyze and report data
- Candidates must be able to work on-site at client sites located in Washigton, D.C. or Alexandria, VA, and must be able to obtain a U.S. Federal government client badge
