In this role, the selected candidate will support the OSD resource allocation and IT capital investment management processes by focusing on the strategies, goals and planned spending for business operations, principally Defense Business Systems. Position: Human Resource Management Subject Matter Expert (SME) / IT Portfolio ManagerHuman Resource Specialist Job Purpose: This position supports the OSD resource allocation and IT capital investment management processes by focusing on the strategies, goals and planned spending for business operations, principally Defense Business Systems. The primary role is to serve as a Human Resources Management functional area subject matter expert in supporting the Defense Business Systems Investment Review Board portfolio review and approval processes. This will require expertise in DoD Personnel lifecycle laws, regulations, and policies. Candidate must be able to promote extensive collaboration with the Defense Components (i.e., MILDEPs and Defense Agencies) as well as other OSD elements such as the Principal Staff Assistants.Job Duties Include:Supporting MILDEP and Defense Agency Human Resources Management IT portfolio reviews in preparation for review by the Investment Review Board.Conducting assessments of MILDEP and Defense Agency Human Resources Management functional strategies and alignment of those strategies with agency strategic plan goals/objectivesConducting assessments of MILDEP and Defense Agency plans to consolidate and modernize Human Resources Management IT portfolio leveraging methods such as business process reengineering and business case analysis.Providing Business Enterprise Architecture (BEA) support and assessing alignment of MILDEP and Defense Agency alignment with the BEA within the Human Resources Management functional area.Application of subject matter expertise in supporting assessments of MILDEP and Defense Human Resources Management portfolios. Follow project management discipline and methodology to achieve sustainable results.Demonstrate expertise in Military and Civilian Personnel lifecycle policies and processes.Skills/Qualifications: Proficiency in Microsoft Office applications. Working knowledge of current information systems technologies and IT portfolio management practices. Familiarization with IT management tools such as DoD Information Technology Portfolio Repository (DITPR), Select and Native Programming Data Collection System-Information Technology (SNAP-IT), Integrated Business Framework Data Alignment Portal (IBF-DAP), and DoD s Information Technology Investment Portal (DITIP) would be beneficial. Experience in Capital Planning and Investment Control (CPIC) would also be beneficial.Clearance Requirements: This position requires a SECRET security clearance.Education and Experience: This position requires a Master s degree in Human Resource Management or similar discipline from an accredited institution as well as a minimum of ten years of professional experience in human resources. Experience in or work for the U.S. military is also highly desirable. Experience in IT related fields as well as Capital Planning and Investment Control (CPIC) a plus.
