Executive Director Enterprise Information Security (CISO)

Reporting to the VC-CFO, Information Technology Services (ITS) delivers Enterprise information technology services to the University of California, San Diego (UCSD) under the leadership of the campus Chief Information Officer (CIO).

Information Technology Services (IT Services) uses world-class services and technologies to empower UC San Diego's mission to transform California and the world as a student-centered, research-focused, service-oriented public university. Enterprise Information Security (a department within ITS) is responsible for the infrastructure, policies, standards and training necessary to ensure the achievement of the security and privacy goals of the University. Collaborating closely with various campus resources and partners, the department identifies, responds to and mitigates information security/privacy risks, threats and vulnerabilities.

Information Security delivers a comprehensive set of enterprise information security services in the areas of security policy, assessment, compliance, consulting, operations, incident response and risk management. The department is responsible for the design, deployment and administration of network, endpoint, application and information asset protection systems. Information Security staff also work closely with the Infrastructure and Operations department to provide the campus-wide network/security infrastructure.

Responsible for the development of a comprehensive Information Security program including establishment of strategic and tactical objectives in collaboration with UC San Diego Health Sciences, Distributed Information Technology groups, and Senior Executives. Responsible for establishing an Information Security ecosystem within UC San Diego through the creation of partnerships with UC San Diego Health Sciences, Scripps Institute of Oceanography, San Diego Supercomputer Center and Distributed Information Technology groups.

Ensure alignment of security technologies, processes and activities throughout the organization. Make procedural changes to align practices with existing policies. Make recommendations for information security policy changes to UC or internal governance bodies. Develop UC San Diego-wide risk and compliance strategy for information security which includes alignment of recurring risk assessments with the UC-wide established cybersecurity framework. Establish and maintain a security incident response plan and coordinate incident response activities in the event of a breach. Development and management of an annual budget of ~$10M operating and $2 - $6M capital.



A Bachelor s Degree; or equivalent combination of education and experience.

10+ years experience in an information security role.

5+ years managing an information security team.

Advanced knowledge of information technology security functional areas and as it relates to student data; health information; research subjects; finance; including credit card and loan transactions; management of IT resources and applications; and general computer use practices.

Advanced understanding of privacy and security regulations and best practices, including federal and state laws,

Policies and standards, as well as extensive knowledge about a wide range of privacy/ security regulations relevant to higher education and/or medical center and patient information.

Excellent management expertise in determining and recommending actions, for organization departments, to follow in IT security and privacy matters.

Advanced communication skills with project teams, stakeholders, senior management, and external contacts including both technical and non-technical audiences.

Requires advanced interpersonal skills in order to work with both technical and non-technical personnel at various levels in the organization.



CISSP or CISM Certification.

An advanced Degree.

* Must be able to obtain secret level security clearance.

* Current state of California driver's license is required; must be able to travel as required.

* Must be able to work non-standard working hours; for emergency situations, must be available 24/7.
