Job Description:

PRIMARY FUNCTION(S)

This position supports the Naval Medical Research Unit Dayton (NAMRU-D). NAMRU-D is Navy Medicine s world class, global aeromedical and toxicology research leader, whose efforts and innovative products are aligned with operational requirements to solve the naval and joint warfighter challenges of the future.The position supports NAMRU-D s Administration Directorate, the pinnacle of administrative support to Naval Medical Research Unit Dayton leadership, science directorates, military personnel and civilian staff. The directorate guides the command on administrative matters pertaining to health and medical research, development, testing, evaluation, and surveillance. The Administration Directorate manages several logistic and auxiliary programs, including personnel human resourcing, information systems, supply chain management, and administrative requirements in support of vital command mission functions. The directorate also provides oversight and management of several integral command roles, including safety and hazardous material programs, directives, instructions and policy generation, security and classified material oversight, audit readiness, manpower and billet analysis / requirements, intellectual property, agreements, contracting / contracting officer representative actions, and support service functions.

RESPONSIBILITIES AND DUTIES

SPECIFIC RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

a) Provide technical direction and analysis for telecommunication activities including planning, designing, integrating, installing and maintaining large-scale IT Network communications and services with computer systems to include broadband, fiber optic, voice and digital IT Network communications with computer systems to provide complete systems solutions.

b) Evaluate existing IT Network communications systems to identify deficiencies and network performance issues. Consult with users, managers, and senior staff to ensure that deficiencies and alternatives have been fully identified, and that the solution meets the requirements.

c) Plan for and coordinate the procurement, migration, installation, data conversion, update, security, and providing ad hoc reports to NAMRU-D maintenance and upkeep of computer, server, switch, remote access procedures, firewall operating systems, hardware, applications, connectivity, and interfacing.

d) Establish and manage user accounts to include check-ins and account establishment, email account and mail groups, domain and email access, reporting on unusual access patterns that might represent security threats, manage file server folders and account level access and sharing.

e) Manage network access and support to all networked peripherals and devices on the domain to include computer workstations, laptops, personal digital assistants, printers, multifunction devices, scanners, and external media devices.

f) Provide upper level computer repair and network consultation to other computer specialists and users; collaborate and consult with senior IT Manager for solutions.

g) Properly register user applications and track use of applications to preclude licensing violations on user workstations and on servers.

h) Maintain a thorough understanding of local area networking.

i) Assist in the design of multi-server environments including IP address schemes, DNS, WINS, etc.

j) Configuring and installing client and server network software for upgrading and maintaining network and VOIP-based telecommunication systems.

k) Managing assigned projects and program components to deliver services in accordance with established objectives.

l) Responding to inquiries from staff, administrators, service providers, site personnel and outside vendors to provide technical assistance and support.

m) Administration of systems and servers related network to ensure availability of services to authorized users.

n) Troubleshooting malfunctions of network hardware and software applications, telephones and security systems to resolve operational issues and restore services.

o) Ensures that network backup, disaster recovery and security procedures are setup and performed as planned and necessary.

p) Maintains, administers and populates the command SharePoint website as a Site Owner.

MINIMUM QUALIFICATIONS

CLEARANCE: Active secret clearance

Skills:

a) Demonstrated knowledge of Microsoft Server 2008/2012 and Windows desktop products.

b) Demonstrated ability to support networked printers and photocopiers.

c) Demonstrated working knowledge of current communications devices and protocols, server and desktop technologies.

Qualifications:

a) Possess a Bachelor s Degree in computer science, information technology or related discipline with at least one year of experience.

b) Possess or within six months obtain a CompTIA A+ or Network+ certification.

OR

a) Possess an Associate s Degree and at least two years of experience as a Computer/Network Systems Administrator.

b.) Possess or within six months obtain a CompTIA A+ or Network+ certification.

OR

a) Have at least five years experience as a computer or network systems administrator.

b) Possess or within six months obtain a CompTIA A+ or Network+ certification.
