The Instructional Systems Designer works with a team of Faculty Instructors and Subject Matter Experts (SMEs) to develop, deliver and execute a fair housing training program for the U.S. Department of Housing and Urban Development (HUD) National Fair Housing Training Academy (NFHTA). Primary responsibilities include planning, designing and developing instructor led training (ILT), web-delivered courseware and other human performance support solutions.

Essential duties and responsibilities include the following. Other duties may be assigned.

Designs and develops performance support programs using principles of adult learning theory, appropriate learning technologies and industry best practices. Assists with the curricular development and program delivery.

Designs and develops instructor-led and web-based training programs by utilizing proven learning development methods / models, such as the ADDIE model.

Helps to develop estimates related to project scope, schedules and resource requirements.

Researches resource documentation.

Works with Subject Matter Experts (SMEs) to identify content requirements and improvements. Evaluates and determines any needed improvements in curriculum and learning solutions.

Works with team members and clients to ensure successful accomplishment of projects and client satisfaction. Collaborates with graphic designers and other team members to ensure final products exemplify the highest standards of quality.

Assists with the coordination of each class. Ensures instructors are adequately prepared and have the necessary course materials prior to course start dates.

Ensures course materials (i.e., PowerPoint presentations, exams, student manuals, handouts, etc.) are kept up-to-date and are properly prepared for each course.

Helps to implement tracking mechanisms for analyzing results of training programs, working groups and other events.

Monitors effectiveness of training techniques and training program endeavors.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Bachelor's degree in Education or a related field of study. Master's degree in Instructional Design preferred. A minimum of four (4) years relevant experience with learning analysis and strategy; content design and development; content delivery; learning technology; and/or learning evaluation required. Must have experience developing courses from conception to delivery.

Expert operational knowledge of eLearning development and the use of automated tools such as Captivate, Articulate Storyline, Adobe Connect or Adobe Presenter
Knowledge of Sharable Content Object Reference Model (SCORM), AICC or TinCan
Advanced knowledge and application of Section 508 compliance requirements for Web-based courses
Demonstrated ability to develop courses from conception to delivery
Skilled in needs assessment, requirements development and analysis
Skilled in curriculum development, learning management systems, learning technology and evaluation
Proficient in the use of computers and Microsoft Office Suite with ability to quickly grasp specialized software programs
Ability to manage media files (i.e., audio, video, photographs, PDFs)
Excellent verbal and written communications skills with ability to develop and deliver training and performance support materials
Excellent customer service and relationship-building skills with ability to build and maintain positive client interaction
Ability to work effectively with others in diverse and multi-functional roles
Ability to appropriately raise issues and concerns for resolution
Excellent organization skills with ability to successfully follow through on tasks
Ability to manage multiple projects and priorities and to meet specified deadlines
