LEAD ENGINEER- INTERNATIONAL PRODUCT SAFETY, COMPLIANCE AND REGULATORY AFFAIRS
The LEAD ENGINEER PRODUCT SAFETY, COMPLIANCE AND REGULATORY AFFAIRS is accountable to the Sr. Manager - GLOBAL SAFETY AND COMPLIANCE. This position will research, provide expertise and directional guidance with respect to global market access regulations for durable floor care products.
This role will also execute compliance projects independently and provide expert level technical support with respect to product safety and compliance deliverables as defined in the Global Product Development process.
Degree minimum: Electrical Engineer, Mechanical Engineer, BSEE, BSME, BSEET, BSMET, or equivalent industry experience
Specific concentration: Comprehensive knowledge of, and extensive experience with, CONSUMER PRODUCT SAFETY STANDARDS (E.G. UL1017, IEC 60335-1, IEC 60335-2-2), ELECTROMAGNETIC COMPATIBILITY (EMC) STANDARDS, AND MATERIAL RESTRICTION REGULATIONS (E.G. PROP65, ROHS).
Experience level: 6-10years
This includes but is not limited to participation in DFMEA's, development and execution of PRODUCT SAFETY Reviews, development and execution of Compliance Test Plans, and coordination of product safety listings/certifications with third party laboratories such as Underwriters Laboratories and Nemko.
Provide expertise and in depth knowledge of global regulations that impact BISSELL products that are marketed worldwide. This includes high level research of all technical standards and regulations, staying abreast of all agency standards and regulations that impact the global markets in which BISSELL is represented.
Establish, execute, and keep current best practices and internal policies required to insure all BISSELL products meet regulatory requirements in the markets we serve. Document and share these practices such that obtained knowledge is available to all associates.
Establishes and maintains strong industry contacts and consultants engaged in global market access regulatory and compliance requirements. Participate and represent BISSELL in groups or standards making bodies that directly impact BISSELL products. Proactively influence codes and regulations where appropriate.
Act as liaison between product safety and compliance, consultants, and BISSELL legal to insure compliance with all regulations globally.
Manage multiple projects (with various priorities) with minimal supervision; Accountable to plan, schedule, and execute compliance portion of projects to meet project deliverables at each phase.
Develop and communicate, clear technical and administrative guidance to project teams in support of obtaining market specific safety listings/certifications and meeting local regulations. This includes providing technical guidance to Product Development Engineers with respect to the compliance of ongoing designs with agency/regulatory requirements, generating product description reports, reviewing test data and coordinating final listing/certification with third party laboratories. Engage in strong debate around technical issues of importance to the compliance function and impact on project delivery.
Conduct and document formal Safety Reviews as defined in the GPD process to ensure products comply with all agency and internal BISSELL safety requirements.
Develop, document and oversee the execution of compliance test plans in cooperation with the Durables Compliance Manager Product Development Engineers and Lab personnel.
Oversee DFMEA testing to ensure that testing is done to agency standards, meets all compliance requirements and that documentation is complete and accurate. Actively perform selected tests as required.
Support BISSELL's Test Lab Certifications by providing the necessary training to Lab Technicians. Provide communication to the same of any new certification requirements. Training is to be coordinated with Test Lab Supervisor.
Drive, from a high level of technical knowledge and expertise, ongoing management of all BISSELL product listings, certifications, or recognitions, which includes the timely resolution of report discrepancies, variation notices, engineering changes, and additions of alternate components/materials. Assist with factory follow up inspection visits and resolve any discrepancies discovered.
Provide technical guidance, training and mentoring of junior level associates engaged in safety analyses across all Bissell's product lines.
Develop and document safety test procedures and policies as required by the product categories in which BISSELL designs, sources, and sells product into globally.
Lead compliance activities with cross functional and cross cultural teams.
Apply knowledge of product safety analysis principles and assessment tools to solve complex problems related to product safety and/or compliance.
May be required to perform other duties as assigned.

Direct experience in compliance or regulatory environment
UL, ETL, and International electromechanical compliance experience
Participating member of agency and regulatory committees.
PC literate in Microsoft Office Products applications, WindChill
