Job Summary Statement:
Working as a member of the Information Management Services (IMS) team, the Lead Web Developer designs, develops and maintains web content management systems, plug-in modules, and other web user interface components. The Lead Developer collaborates with business analysts, customers and technical staff to ensure quality user experience for web applications across platforms and devices. As the group's leading CMS and UI technology expert, the Lead Developer continuously researches emerging trends in front end technologies and user experience best practices. The Lead Developer will also guide the work of less experienced technical staff, oversee assignments given to contract resources and to champion the ongoing use of agile, test-driven development processes within the team.

QUALIFICATIONS FOR POSITION
Bachelor's degree in relevant discipline or equivalent combination of education and experience.
Ability to communicate effectively orally and in writing; ability to create effective application documentation.
Excellent problem solving and analytical skills.
Ability to research, learn, adapt and support open source technologies and products.
Advanced experience and knowledge of PHP and Drupal CMS.
Solid experience is developing applications using agile software development methodologies and test driven development methodologies.
Hands-on experience designing and developing user interface for web and mobile devices.
Experience developing cross-browser web applications.
Experience working with with XML/JSON.
Experience designing rich, interactive web applications using widgets with dynamic java scripting.
Ability to create templates, prototypes, wireframes from requirements and use cases.
Exposure to application development life-cycle (new or existing applications).
Advance skills in code optimization and unit testing.
Experience in programming languages such as Java, C#, VB.Net, Perl or Ruby.
Knowledge of Responsive Web Design practices.
Experience with alternate CMS and web frameworks such as Plone, Joomla, Django, uPortal, or SharePoint.
