Job Description
Department Overview:
Long Term Energy Policy (LTEP) is a part of Energy Policy Planning and Analysis, which leads business-line responsibility for the major policy issues associated with procuring reliable, low cost energy supply in an environmentally sustainable manner. The LTEP group is responsible for 1) greenhouse (GHG) policy development and commercial strategy support, 2) combined heat and power (CHP) and qualifying facilities (QF) policy development and commercial implementation support, and 3) procurement related retail competitive policy, addressing both direct access (DA) and community choice aggregation (CCA). This position is anticipated to provide support primarily for CHP policy and commercial implementation support and, as needed, will provide support to GHG, CCA/DA and other policy matters as they arise.
Job Summary:
The person in this position will primarily provide CHP policy and commercial implementation support as well as be LTEP's lead on various aspects of CHP technical and market analyses. The person in this position will develop an in-depth understanding the CHP landscape in California, CHP market potential, and CHP efficiency. This understanding will enable this person to lead or support technology and economic analysis addressing specific CHP issues for company and regulatory purposes.
Additional responsibilities include:
Identifying how regulatory policy, the commercial process, and technology development may change CHP deployment and operation.
Understanding the involvement and perspective of various PG&E departments in support of company policy and implementation.
As needed, supporting the Program Manager, responsible for CHP Program development, by assisting in the development of task-level project schedules that track the program development phases of the project.
Relate the project schedule to key regulatory proceedings.
Prepare status reports communicating quality metrics to the project team and management.
Identify issues and risks for consideration by the project team and other project stakeholders.
Support report preparation, including Steering Committee presentations and metric updates.
Gaining, maintaining, and communicating knowledge of CHP technologies and efficiencies.
Provide similar scope of support to GHG and CCA/DA program manager as the need arises.
Additional Information:
This position supports the long-term gas and electric long-term policy development and commercial implementation related to procuring electric generation and gas supply resources. The person in this position will have at least a general understanding of electric and gas planning and procurement and electric generation technology. This person will have the motivation and aptitude to support policy development, to provide project management services for complex projects, and carry out a variety of economic, market, technology and environmental analyses. Versatility and flexibility are essential to success in this position.
Job Responsibilities:
Lead or support quantitative and other analyses to inform development of company positions, primarily related to CHP. Evaluate environmental, cost, and commercial impacts.
Provide project management and content support for policy development and related regulatory filings, primarily related to CHP, as needed.
Support identification, development, and resolution of policy and implementations issues critical to successful long-term electric and gas procurement, primarily related to CHP. Consider the environmental, cost, and commercial impacts.
Prepare presentations to support and advance company positions, primarily related to CHP, including results of analysis. Deliver presentations as needed to directors, managers, and peers, as well as outside the company.
