Job Description

Responsible for writing Measurement & Verification (M&V) plans for preliminary and investment grade audits for proposed Energy Savings Performance Contracts. Collaborates with the project team to ensure that each projects M&V plan is consistent with customer expectations. Responsible for ensuring continuity between the projects energy savings models and the proposed M&V strategies. Ensures uniformity of M&V plans across the project portfolio.

Job Functions:

- During the preliminary proposal stage, collaborates with the project team to discuss Energy Conservation Measures and identify a general M&V approach.

- Engages the project team to understand how the M&V approach selected impacts the activities to be conducted during the investment grade audit.

- Works with the project team as the investment grade audit activities are conducted to refine the M&V approach based on actual site conditions and operating data.

- Drafts the ECM/Project specific M&V plan and validates the M&V strategies with the ECM savings models by working closely with the project development and performance period project engineers.

- Interacts with the customer and project team to ensure the M&V plan is consistent with customer expectations.

- Advises the Program Manager, based on the ECMs, corresponding M&V strategies, and Risk/Responsibility Matrix on the recommended level of savings guaranty for each project.

- Collaborates with performance period project engineers to continuously refine and improve M&V strategies based on performance period M&V results.

- Ensures continuity of M&V plans across project portfolio.

- Provides periodic project status reports to management.

- Other duties as assigned by the supervisor.
Physical & Environmental Requirements:
- Requires substantial time at various projects locations. Requires frequent (25%) overnight travel to customer facilities, may include auto, air, rail travel.
- Move autonomously, walking and standing for long periods, hearing, seeing, reading, and writing.
- Work independently and with people, speaking in front of groups and with individuals, customers, management, engineers, subcontractors, manufacturers, and suppliers, etc. Work both indoors and outdoors, in hot or cold conditions, and around construction project sites.

Technical/Job Skill Qualifications: The candidate must meet the following minimum qualifications and have demonstrated the following technical or job skills:

- Excellent writing skills and listening skills.

- Demonstrated effective leadership skills including the ability to effectively interact with project stakeholders (internal and external), communicate tactfully (written and verbal), and bring issues to timely resolution.

- Outstanding planning and organizational skills.

- Demonstrated aptitude for understanding program policies and guidelines.

- Proficiency Microsoft Office and project database applications.

- Understanding of building systems and components is advantageous: heating, ventilating, air conditioning (HVAC), energy management control systems (EMCS), central heating and cooling plants, electrical systems, solar systems, wind systems and process related systems.

- Understanding of International Performance Measurement and Verification Protocol (IPMVP) and Federal Energy Management Program (FEMP) M&V Guidelines is advantageous.

- Must possess valid driver's license.

- Must meet eligibility requirements for access to government facilities.

Education/Experience:

- Education and/or experience equivalent to a Bachelors Degree from an accredited college in engineering and/or business related discipline and 3-5 years of work experience in proposal development and/or the implementation of projects at customer site locations.

- Certified Measurement & Verification Professional (CMVP), Certified Energy Manager (CEM) and/or LEED Accreditation preferred.
