Purpose of the Position

Develops, manages, and maintains analytic platforms. Coordinates with staff and internal customers to ensure that CHOICE analytical platforms supports questions, analytics, and dashboards that align with corporate goals and/or requests from senior leadership. Oversees the integrity of data and coordinates with IT, Health Economics and Finance to ensure source data is accurate and provided timely. Serves as the lead resource for the development and support of analyses for VNSNY Choice health plans. Acts as the primary point of contact between Actuarial, Finance and Health Economics within the agency to ensure that internal business analytic needs are met. Oversees the development of advanced analytic efforts (e.g. data mining). Works under general direction.


Leads data architects and business partners in the development and support of analytic platforms. Works with internal staff and business partners in the development of an overall VNSNY CHOICE data solutions. Manages the day-to-day execution and maintenance of data, reporting and analytical solutions.

Performs peer data quality reviews, validating data and processes to ensure accuracy, completeness, and consistency of department output; recommends process improvements as necessary.

Collaborates with analysts and business partners to integrate business intelligence (BI) and reporting solutions with process improvement initiatives and operational applications for end-to-end business solutions.

Works closely with all levels of staff to clearly define reporting requirements in support of strategic and tactical decision making. This encompasses the entire BI stack from standard reports, ad-hoc analysis, dashboards, scorecards, and planning. Assists business users with requests for ad-hoc reporting and data analysis.

Constructs models and metrics to track and evaluate the effectiveness of health plan operational and clinical initiatives. Communicates findings and recommendations via formal presentations and papers to leadership, internal stakeholders and project sponsors.

Education: Bachelor's Degree in Computer Science, Information Systems, Clinical Informatics, Mathematics, Statistics or related discipline required. Master s degree in same preferred.


Minimum five years of progressive experience in business intelligence and analytics, preferably in a managed care organization.

Prior experience developing predictive analysis and trend reports required.

Demonstrated expertise with the NAIC Model Audit Rule preferred.

Fluency with advanced Excel functions, including lookups, sumifs, pivot tables and macros, required.

Demonstrated understanding of data warehousing and statistics and hypothesis testing with solid statistical programming skills (SAS, R, and Excel) required.

Exceptional critical thinking, problem solving, communication and client service skills required.
