RESPONSIBILITIES & EXPECTATIONS:

Maintain accessibility and communication for hourly, plant and corporate management during regular office hours and remotely as required

* Provide shift coverage EHS services to coincide with plant management schedules.

* Remain available (by cell phone) to assist with EHS incidents and investigations that occur in off-shifts.

* Under the direction of Plant and Corporate Management, implement all LNA EHS Standards, Policies and Procedures within a matrix organizational structure to sustain continuity with LNA Compliance expectations.

Create and maintain daily and weekly written records to ensure compliance with Title V requirements on a county, state and federal level.

* Develop / maintain a paper process to readily prove satisfactory compliance with Title V requirements.

* Develop a system to periodically review all mandatory forms related to permit compliance.

* Develop a working relationship with all levels of environmental officials to facilitate compliance and permitting with changing site needs.

Responsible for compliance with Mine Safety & Health Administration regulations including employee training delivery and documentation

* Train employees on relevant procedures, practices, and regulations

* Routinely conduct workplace examinations to ensure compliance

* Accompany MSHA inspectors during site visits and provide necessary information

* Ensure that all health measurements are completed in a timely manner to include: Confined Space Gas monitoring, annual (noise) audiograms and dust and ergonomic exposures as required.

Lead Root Cause Analysis investigations for serious near miss and accidents, as well as permit compliance issues

* Create a formal report of RCA investigation and findings using LNA procedures and IT Systems.

* Widely and rapidly disseminate information to site and corporate

Lead Behavior Based Safety Program

* Weekly review of STOP cards with managers and employees

* Lead monthly safety committee meetings to ensure employees improvements / concerns are known and addressed

Review procedures and equipment routinely to determine the adequacy or deficiencies and recommend improvements.

Review site capital projects to ensure compliance with LNA policy and environmental, health and safety regulations

ATTRIBUTES:

* Knowledgeable of state and federal laws, regulations and agencies, the regulatory process, the permit application process, and the procedures for obtaining information from EPA and MSHA.

* Must be competent in the following environmental areas: emission testing, emission inventory calculations, NPDES and Title V management, Tier II & III reporting, EPCRA, groundwater monitoring, solid waste, and hazardous waste programs.

* Must be competent in the following safety and health areas: Behavioral Safety, MSHA regulations and fine calculations, root cause analysis, management of workman's compensation claims.

* Good computer skills in MS Office environment a must coupled with EPA and MSHA websites. Excellent organizational and recordkeeping skills.

* Physical abilities needed to access plant equipment: walking, climbing, sitting, standing and transporting equipment (up to 50 lbs on a frequent basis).

Ability to influence change with key personnel at all levels of the organization

Required Experience: Minimum of ten (10) years professional management experience with government, industry or consulting required

Required Education: BS engineering degree in Environmental, Industrial Safety, Mining, Civil, Chemistry, Natural Science, or other related technical degree.
