* Northrop Grumman is seeking a Senior Program Manager to join its Cyber and Intelligence Mission Solutions Division in Annapolis Junction, Maryland\.The PM will direct all phases of programs from inception through completion\. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs\. Participates in the negotiation of contract and contract changes\. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract\. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance\. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test\. Develops new business or expands the product line with the customer\. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications\. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas\.The Senior Program Manager \(PM\) is responsible for a high visibility program\. Duties will include project planning, staffing, employee relations, functional management, project reporting and performance, cost, schedule and risk management, and providing the principal Northrop Grumman interface to the customer and stakeholders\. The PM will provide functional management of a team consisting of both Northrop Grumman and sub\-contractor personnel\.The PM will oversee and manage the operational aspects of a highly visible large scale program with ongoing projects and serve as liaison between project management and planning, project team, and line management\. The PM will review status of projects and budgets; manage schedules and prepare status reports; assess project issues and develop resolutions to meet productivity, quality, and client\-satisfaction goals and objectives; and develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients\. The qualified PM will be responsible for leading their team to achieve company and customer success, NG Engagement activities, performance management, and will work closely with Human Resources on all Human Capital aspects of the position\.Basic Qualifications:
The PM shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulations \(FAR\) and DOD 5000 series regulations and shall have at least the following experience:
- At least fifteen \(15\) years in managing the development of integrated hardware and software systems;- At least ten \(10\) years in the SIGINT environment;- At least eight \(8\) years managing supporting the Intelligence Community or DoD sponsored task order contracts;- At least eight \(8\) years in detailed management and oversight of a contractor or Government team, including conducting risk management, project costing, deliverable tracking, schedule and financial data monitoring and reporting;- At least five \(5\) years reviewing and analyzing financial expenditure reports;- Managing contracts \(greater than $50 million\) utilizing TTOs;- Managing multiple subcontractors;

Additionally, the following experience is desired:
