The qualified applicant will become part of NorthropGrumman's Health Solutions Management division which focuses on Healthcare IT solutions for our Federal, State, and Local government clients\. The applicant will manage the Encounter Data Processing System project\.

* Roles and Responsibilities
*
* - Work and communicate with senior Government personnel to ensure smooth and effective technical solutions- Build, execute, and manage the Project Management Plan \(PMP\) to include integration, scope, risks, quality, communication, subcontractor, and Human Resources management- Assess project issues and develop resolutions to meet productivity, quality, and client\-satisfaction goals and objectives- Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients- Ensure adherence to quality standards and reviews project deliverables- Responsible for day\-to\-day management and escalation of project risks and issues- Provide managerial assistance in the areas of:
goal setting, prioritizing, employee performance assessments & corrective actions, training development/conduct and coordination and execution of meeting- Program technical oversight, including related risk management- Implement and manage project changes and interventions to achieve project outputs- Oversee Functional Requirement and Change Request Processes and make recommendations for improvement- Manage the project's costs, budget and schedule to include Earned Value Management Systems- Ensure compliance with security program and policiesBasic Qualifications:
To be considered for this position, the candidate must minimally meet the knowledge, skills, and abilities listed below:
+ A Bachelor's Degree in Business Management, Information Systems, Information Technology or related discipline from an accredited institution is required with 8 or more years of relevant project management experience; or a Master's Degree from an accredited institution with 5 years of related experience+ IT management experience with contracts $50M or with staff sizes \(including subcontractors\) of 60 personnel+ 5 years' experience managing highly technical staff+ 5 years' experience coordinating with multiple subcontractors and partners+ 5 Previous experience in managing software development projects using standard best practice methodology+ 5 years' proven experience in people management+ 5 years' experience in strategic planning, risk management and/or change management+ Demonstrated proficiency in oral and written communication for presentations at all levels+ A proven ability to work well under pressure in a dynamic, fast\-paced environment, balancing multiple tasks, changing requirements and priorities, and short deadlines+ Must be a US Citizen or a Legal Permanent Resident \(Green Card required\)\.Preferred Qualifications:
+ 10 years of relevant program management experience+ Experience with leading IT projects for Medicaid /Medicare programs
