Versar, Inc. is seeking a Natural Resource Program Manager to work at our Ft. Snelling, MN location.

DESCRIPTION:

The Natural Resource (NR) Program Manager (PM) assists the Army Reserve, 88th RSC in maintaining and sustaining compliance with the Endangered Species Act, Clean Water Act, Sikes Act, Federal Fungicide Rodenticide Act, and Migratory Bird Treaty Act along with DoDI 4150.7, DoDI 4715.03 and other Army policies and guidance. Candidate has responsibility for planning, programming, and monitoring Natural Resources programs including fish and wildlife management, hunting and fishing recreation programs, forestry, endangered and threatened species, invasive species control, and wetlands management in a 19 State region.

RESPONSIBILITIES:

Acts as Primary Natural Resources (NR) subject matter expert to the Conservations Branch Chief.

Drafts, staffs for approval, and implements natural resources policies and procedures according to laws, regulations, military mission requirements, and conservation principles.

Provides NR professional and technical advice to installation staff elements and their subordinate organizations, tenant activities, and troops training on the installation on matters pertaining to conservation of natural resources.

Superb verbal and written skills required; candidate has contact with various federal, state and local government conservation, and regulatory agencies.

Acts as NR program manager assisting the 88RSC to establish strategic plans and budgeting forecasts.

Maintains and update the Integrated Natural Resources Management Plans (INRMPs) as a justification document for NR projects and funding requirements.

The Natural Resource Program Manager identifies, schedules, and manages a wide range of NR projects to meet the 88RSC INCRMP requirements.

Candidate manages concurrent outsourced NR projects across a 19 State region.

Serves as a technical advisor and is responsible for the review and coordination of performance work statements, evaluates proposed modifications, and monitors overall project schedules.

Ensures completion of required technical deliverables and monitors project costs. Reports coordination and project status to Conservation Branch Chief weekly.
Requirements: Bachelor s degree, in environmental studies or related discipline.

Minimum 5 years experience in Natural Resources project management. Military/Federal property experience preferred.

Possess knowledge of federal, state, DoD, and Army Environmental Regulations.

Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.

Good written communication skills; sound organizational skills, and ability to perform independent, detail-oriented work are required.

Comprehensive knowledge of environmental natural resources concepts, principles and practices in order to draft creative solutions.

Candidates must be able to express complex environmental requirements to key executive decision makers and translate the solution into defined, actionable steps.

Analytical ability combined with environmental program knowledge in order to determine impact of changes on installation mission/programs, make liability assessments, and forward recommendations to 88RSC.
