Job Description

NCI: As a Network Management (NETMAN) Systems Engineer - Senior you will support the NETCOM, ACofS, G-5, Enterprise NetOps Planning Branch (ENPB) and Operational Engineering Directorate (OED) in the planning, system design, integration, and sustainment of NetOps tools supporting Government-prioritized NetOps capabilities. You will provide technical planning, integration, engineering, testing of NETMAN and Capacity Availability Performance (CAP) systems and capabilities.

Highlights of Responsibilities
* Work with Government personnel and other contractors to infuse NETMAN/CAP NetOps technical capabilities, consisting of, but not limited to, CA Spectrum® and eHealth®, in the Army Enterprise.
* Conduct developmental engineering design, integration, testing, and sustainment of CA Spectrum®/eHealth® technologies, to include integration with other NetOps capabilities and develop supporting documentation.
* Implement, maintain, and document the Army Enterprise CA Spectrum®/eHealth® baseline, test all system changes, and provide input, to include interoperability and Army Enterprise systems integration, into the project configuration management database for Government certification.
* Load, configure, and analyze applicable CA Spectrum®/eHealth® software patches across various versions, as determined by Government Task Lead (GTL).
* Conduct vulnerability scans to identify security issues, and mitigate or describe reasons why the vulnerabilities cannot be remediated.
* Develop NETMAN draft information papers, briefings, charts, and technical reports.
* Create, modify, provide input to, and/or finalize, and provide the following documentation: Information System Support Plan (ISSP); Configuration Management Plan (CMP); DoD Information Assurance Certification and Accreditation Process (DIACAP) artifacts; Networthiness Certification; System Design Plan (SDP); Engineering Installation Plan (EIP); Integration Plan; Engineering Change Proposals (ECP); System Implementation Plan (SIP); System Integration Test/ Systems Acceptance Test.
* Develop the following: test plans; Tactics, Techniques, and Procedures (TTPs); and implementation guides for the Army Enterprise integration of NETMAN NetOps capabilities.
* Provide 8 x 5 telephonic support/troubleshooting from the place of work, as well as after-hours on-call telephonic support.
* Provide on-site support at various locations as required. This support is ongoing as tasked by the GTL.
Requirements
* Current Active Secret Security Clearance and or the ability to obtain one.
* IAW AR 25-2, position is considered IT Level I; requires Single Scope Background Investigation (SSBI).
* IAM level I certified as specified in Table AP3.T2, DoD 8570.01-M.
* BS degree in Engineering, Math, or Computer Science.
* 6 - 12 years as a Senior System Engineer.
Prefererred Experience and Education
* NetOps tools, procedures, and operational constructs to include Information Technology Infrastructure Library (ITIL)-based business processes.
* Implementation of NetOps and services related to supporting the NetOps LandWarNet mission.
* Possess operational and administrative expertise in the following technologies: CA Spectrum Infrastructure Manager®, CA eHealth Performance Manager®, Red Hat, VMware ESXi (Virtual Machine), Solaris and Microsoft Windows.
