Job Description

RTI is seeking a .Net Software Engineer to support the DoD HIV/AIDS Prevention Program (DHAPP) onsite at the Point Loma Naval Base, San Diego. DHAPP is an exciting global HIV/AIDS program and provides a great opportunity to be part of a world class team working to curb HIV/AIDS in the militaries of foreign countries. This position offers a varied and valuable work experience.

The incumbent provides support to the Department of Defense HIV/AIDS Prevention Program (DHAPP) located at Naval Health Research Center (NHRC) contributing to a broad range of software development and database management needs. The preferred candidate will work as a member of the DHAPP Operations team, to translate DHAPP business requirements into technical requirements and implement data systems. The incumbent will collaborate with relevant internal and external DHAPP stakeholders to ensure alignment and integration with key data systems, including the Naval Health Research Center and the US Department of State/Office of the Global AIDS Coordinator. As a member of the DHAPP operations team, responsibilities include coordination with other DHAPP teams and support staff. Data management responsibilities include maintenance and reporting tools, so that data provides critical knowledge for use by DHAPP staff to make programmatic and management decisions.

This position is based in San Diego, CA. This position may require working to tight deadlines when necessary and some evening and weekend work. This position may require 10% travel.



Responsibilities



* Design, develop, and implement data-driven applications to facilitate DHAPP program operations

* Software testing responsibilities cover the full software development life cycle (test, debug, and document data validation results)

* Execute functional, application, regression and performance tests

* Write data validation unit tests to assist incumbent staff with quality assurance goals

* Assist incumbent staff with database administration responsibilities

* Provide assistance and training to system users

* Contribute to team efforts by accomplishing related duties as needed

* Assist with system documentation, training materials and operating manuals

* Collaborate with DHAPP subject matter experts on the management of relevant datasets

* Perform data validation audits and quality assurance of DHAPP data systems to insure operational reliability and accuracy

* Produce standard data system reports

* Oversee the automation and generation of routine DHAPP business operation reports and analyses

* Provide data visualization techniques, reports and presentations that can be easily understood by non-technical stakeholders



Qualifications

Minimum Qualifications:

* Bachelor s degree in Computer Science, Informatics, Statistics, or related field and a minimum of 6 years experience in current technologies; software and database management systems for developing technical solutions

* Advanced skill in .NET application development

* Advanced knowledge of SQL and relational database management system development, and writing procedures and triggers

* Proven proficiency in object-oriented programming with Java or C#

* In-depth knowledge of recognized industry best practices for software engineering

* Experienced in daily system operations and data management

* Experience in enterprise web development including JavaScript (.Net preferred)

* Strong problem-diagnosing and problem-solving skills

* Proficient skills in Microsoft Office Suite to include Access and Excel

* Ability to communicate effectively both verbally and in writing

* Ability to make presentations to groups

* Must be a US citizen with the ability to clear background check for base work

Desired Qualifications:

* Knowledge of Visual Basic for Applications (VBA)

* Experience with software development tools (source code control, object-relational mappers, etc.)

* Experience with Adobe Photoshop/Illustrator

* Understanding of usability and UX principles

* Experience with writing unit tests and quality assurance procedures

* Knowledge and experience using R or SAS/Statistical Software or Business Objects

* Experience with epidemiological data and public health reference datasets

* Experience in Department of Defense Information Technology a plus

* Experience with web services and cloud computing environments a plus (e.g. AWS)
