* The

* Operations Engineer

* provides technical support and guidance to the division operations team\. They troubleshoot operational issues and look for ways to improve the efficiency and reliability of the East Gulf Coast Terminals for the long term\. In addition to operations support, they are responsible for managing multiple small capital and major maintenance projects from conception to completion\.*
* Responsibilities may include

* + Provide technical guidance to division operations personnel as needed + Manage multiple capital and maintenance projects at the same time including:
- Evaluation of financial merits and business case - Preparation of project estimates, design documents, execution plans, safety plans, etc\. - Facilitation of design reviews - Projection of cash flow - Procurement of equipment and materials - Coordination and scheduling of construction activities - Completion of required documentation + Interpret encroachment policy requirements, and work with the Real Estate Services group to represent Phillips 66's interests in negotiations with encroaching parties + Lead efforts to improve the efficiency and reliability of pipeline systems and facilities + Develop and maintain long range plans for capital and major maintenance projects within the division + Follow Management of Change \(MOC\) process and provide MOC support to division personnel including technical evaluation of potential changes + Develop and maintain spill prevention plans for assigned areas + Lead Root Cause Failure Analyses \(RCFA\) + Participate in safety audits and employee safety improvement teams + Serve as a technical liaison between operations and other internal groups such as Pipeline Integrity, Control Center, Scheduling, Projects, Commercial, etc\. + Train and mentor new employees that come into the group + Calculate and validate terminal tank level operating and alarm set points + Support development and maintenance of terminals Major Maintenance Plan*

* Basic/Required:

* + Legally authorized to work in the job posting country + Bachelor's degree in Engineering + One or more years of experience with Pipeline/Terminals operations and maintenance, or project engineering + Willing and able to travel 30% of the time + Proficient in Microsoft Office*
* Preferred:

* + Professional Engineer or EIT + Proficient in SAP + 7 or more years engineering experience in operations/project management + Knowledge of DOT Pipeline regulations + Knowledge of pipeline operations, including basic pipeline hydraulics + Knowledge of regulatory environments and language*

* Phillips 66 owns or leases various assets to provide strategic, timely and environmentally safe delivery of crude oil, refined products, natural gas and NGL\. These assets include pipeline systems; product, crude oil, marine and liquefied petroleum gas \(LPG\) terminals; a petroleum coke handling facility; and a fleet of railcars\.
