Investigates, analyzes, plans, evaluates, drafts and/or recommends solutions for project/program efforts; provides expert-level issue resolution and recommendations support to achieve desired program outcomes; applies broad knowledge of organizational missions and programs, such as acquisition management, foreign military sales, and modernization planning; applies knowledge of and expertise with program management, modernization planning, and integrated master scheduling. Other examples of responsibilities: assist technical evaluations of Engineering Change Proposals (ECPs) and other contract modifications; provide production planning expertise.
RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
* Project Manager for HBI International Interoperability and Integration Team * Technical liaison to international partners and industry in development of interoperable capabilities * Provide C3, Sensor, COMSEC, and FMS/ITAR subject matter expertise in support of coalition warfighter requirements * Ability to draft ITAR-compliant program planning and execution deliverables to include: status reports and briefings, executive briefings, risk assessments and risk acceptance letters (RALs) * Understand ITAR restrictions with ability to explain sharing of US technology and operational requirements to releasing authorities; understand ITAR and licensing release approvals sufficient to lead collaborative discussions with multiple nations * Collaborate with the Foreign Disclosure Office (FDO), SAF/IA, AFSAC, and other FMS entities * Ability to work with senior negotiators of international agreements to secure necessary government approvals * Provide full-spectrum support to contracting and finance activities including but not limited to ECPs, RFPs, technical evaluations, requirements analysis, CDRL reviews, and monthly reports * Author and coordinate program correspondence, staff packages, and various documentation * Provide specific and timely project results in response to acquisition, operator, and coalition leadership s strategic objectives * Assist the government in managing cost, schedule, performance, and risk of HBI programs * Assist program managers in resolving issues by providing courses of action with recommendations * Embody professionalism and possess excellent written and oral communication skills required to interact with various coalition nations and other external organizations
* Master's Degree * 10 years experience as an AWACS (or similar C2 platform) SME * 15 years of acquisition program management experience, 7 of which in DoD Program Management
* Secret Clearance
* Top Secret Clearance
WORKING LOCATIONS & ADDITIONAL INFO
* Position Location: Hanscom AFB MA * Travel: CONUS locations; may include OCONUS travel. Range of 3-4 weeks per year total
