Provide project management support to Force Protection Division Program Manager (PM) to facilitate the acquisition and effective, efficient development and fielding of Force Protection capabilities to meet COCOM or Counter-IED documented needs
RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
* Participate as a member of Integrated Project Teams to help plan, coordinate, and oversee security system installation/upgrade projects within established cost, schedule, and performance objectives * Accomplish acquisition documentation to include market survey requests for information, acquisition plans, and identification of contracting strategies * Assist the PM in planning, preparing for, and conducting Configuration Control Boards, Fair Opportunity or Acquisition Strategy Panels, and other pre-award milestone decision forums and presentations * Prepare associated correspondence during pre-award phase and through contract execution * Coordinate development schedules with applicable test organizations * Assist in developing Task Order Request for Proposal/Quotation (RFP/Q) documentation inclusive of instructions to offerors, evaluation criteria and assembly of technical data packages * Support proposal evaluation activities to include technical and cost reviews * Assist in developing/maturing Government cost estimates, test and evaluation plans, and logistics support plans * Participate in the review of contractor designs, technical documentation, data deliverables, etc. * Support Quality Control activities through risk assessments and mitigation planning; documenting and reporting observations; providing recommended course(s) of action where installation or equipment do not meet contract requirements or other risks to system performance or maintenance are identified * Support the PM in assessing completion of contractor tasks in accordance with the contract * Monitor supplier activities to ensure adherence to subcontract, policies, processes, and any applicable standards and procedures * Assess Integrated Master Schedules (IMS), development plans and test and evaluation plans * Provide input to enable update of the HBU program tracking tool; prepare and give periodic formal and informal presentations on project status; provide project reporting as required for external organizations (e.g., OSD/PSEAG, JIDA, COCOM Requirement Sponsors, etc.)
* Bachelor s Degree * Ten (10) years of experience in DOD acquisition * Acquisition experience that involves planning, budgetary, and execution responsibilities within DOD environment * Mature and effective written and oral communications skills * Exhibit excellent interpersonal relationships * Ability to take broad high-level guidance to produce effective straw-man or better products. * Self-motivated, self-starter with keen focus on customer support, satisfaction, and mission success * Excellent interpersonal skills to work effectively with a mix of military, Government civilian and contractor personnel * Secret Clearance
* DAWIA certification or equivalent training and experience * Experience in physical security system, force protection and/or antiterrorism operations to include monitoring performance of implementing contractor teams * Skill in interpreting and applying regulations, policy statements, product specifications, and other guideline materials * Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations * Experience in working with Air Force base personnel to coordinate system deployments and sustainment
WORKING LOCATIONS & ADDITIONAL INFO
* Position Location: Force Protection Division (AF LCMC/HBU), Building 1612, Hanscom AFB MA * Travel: up to 20% of the time to CONUS locations; may include OCONUS travel
