JOB DUTIES:

Reports and works directly with the Revenue Cycle Director. Directly oversee and manage all aspects of the day-to-day Billing operations of Patient Business Services Operations (PBS). Acts as a liaison/coordinator with Finance, Reimbursement, Budget Planning, Human Resources, Marketing and Contract Negotiation, Legal, Compliance and others. Major responsibilities include: Monitoring performance of all PBS functions through established performance indicators; Approving all capital planning and expenditures; Overseeing all applicable vendor relationships, including non-core technology vendors, or other third party business relationships; Leading PBS group meetings and all activities in the absence of the Revenue Cycle Director; Working closely with the Revenue Cycle Director to accomplish the goals, objectives and strategic plan established for all PBS; Overseeing the development of policies and procedures; Developing internal and external communications and reports as needed.



Duties and Tasks:



* Oversee Patient Billing, including Medicare, Managed Care, Medi-Cal, WC, Medi-Cal Managed Care, Medicare Managed Care, Transplant, Special Programs and all others



* Monitor the performance of the Billing, Payment Posting and Mail Triage functions within PBS. Develop, plan, direct and manage these functional areas as well



* Work with Revenue Cycle Director to determine appropriate revenue goals and monitor annual operating revenues



* Work with the Revenue Cycle Director to accomplish the goals, objectives and strategic plan established for all PBS



* Participate in the identification and preparation of all capital planning and expenditures

Lead PBS group meetings in the absence of the Revenue Cycle Director



*

Oversee the development of policies and procedures



*

Develop internal and external communications and reports as needed



*

Present information and updates on PBS development to Revenue Cycle Director, CFO, Board of Directors, and other committees



*

Responsible for monitoring monthly and annual budgets





*

Oversee the hiring, training and termination of employees



*

Counsel employees both ongoing and as part of the performance evaluation process



*

Communicate effectively with staff to keep them informed of changes within and outside applicable departments



*

Explain and enforce departmental guidelines, policies and procedures



*

Provide assistance to staff to resolve personnel and operational issues



*

Responsible for providing the necessary resources related to training and education for employees



*

Keep current on emerging industry issues and provide timely information to staff
*

Act as a liaison with Finance, Reimbursement, Budget Planning, Human Resources, Managed Care, Legal, Compliance and others



*

Oversee all applicable vendor relationships, including non-core technology vendors, or other third party business relationships



*

Meet regularly with PSS and UCLA operations to ensure performance expectations are clear and fulfilled



*

Foster positive working relationships with staff in other UCLA units



*

Represent PBS functions at meetings interdepartmentally; interface directly with other departments, lending administrative support for the benefit of the PBS functions and the Enterprise



*

Represent the company at various community activities. Meet and network regularly with business leaders in the community





JOB QUALIFICATIONS:

* Bachelor's degree or higher
* Minimum 5 years senior management Revenue Cycle experience
* Excellent verbal and written communication skills
* Strong leadership qualities
* Professionalism in all communications
* Ability to impart information, presentations to multiple audiences effectively
* Excellent customer service skills
* PC literacy
* Demonstrated knowledge of the Epic HB, ADT and coding applications
