Title: PROGRAM MANAGER (TECHNICAL) Veteran's exp. req'd. High BI Location: USA TX Austin Other Locations: This job description summarizes the main duties of the job. Management reserves the right to review and revise this document at any time. POSITION SUMMARY: Responsible for Managing the Dep't of Veteran Affaris Data Centers. The performance of a relatively significant technical, non technical, and/or intelligence related program or multiple smaller non technical programs in accordance with contract requirements and company policies, procedures and guidelines. Program area typically represents more than three functional areas. Also responsible for acquiring follow on business associated with assigned programs and for supporting new business development by leading proposals. Responsible for the employment, training, coaching, mentoring, motivation, discipline and performance evaluation of assigned employees.Position will be based out of Austin, Texas. Must have experience with Veteran Affair's Administration Systems with a High BI clearance. RESPONSIBILITIES: Defines, launches, and drives mission critical strategic and operational initiatives in core non technical programs. * Demonstrated excellence in planning, directing, and managing complex IT projects/operations of a nature similar in size and scope as referenced under this Task Order. * Working knowledge and experience administering and managing multiple IT tasks and substantial IT projects similar in size and scope. * Successful management and supervision of employees of various labor categories and skills in projects similar in size and scope as referenced under this Task Order. * Technical and administrative leadership of task compliance with industry accepted standards, FTS standards and user standards. * Knowledge of FAR regulations and requirements. * Knowledge of network design and operation. * Knowledge of DoD network security requirements. * Knowledge of and experience with help desk support and operation. * Knowledge of networking and network based software applications. * Significant experience managing cost type Task Orders with incentivized performance metrics. * Demonstrated ability for oral and written communication with the highest levels of management. * Typically requires bachelor's degree or equivalent, with a major in a field that provides substantial knowledge useful for managing IT requirements similar to those of the Task Order requirements and 16 or more years of experience, including three to five years of supervisory/management experience. * Understanding of the Army Enterprise strategy to include APC and GNEC initiatives * US Citizenship Desired Qualifications: Significant experience managing large contract (10,0 end users) Technical background supporting IT desktop support operations in a DoD environment Understanding and experience with ITIL implementation and ISO20 certification Creates a method of change management including ownership of a documentation library, communication plans, process training, etc. Responsible for acquiring follow on business associated with assigned programs and for supporting new business development by leading proposals. Responsible for complex program management tasks and development of standards and processes for scheduling, administration, and accounting. Provides thought leadership to project analyses and process improvement activities. Matrix manages directors/managers from multiple departments to accomplish interdepartmental initiatives. Clearly documents and presents findings including creation of diagrams and procedure documentation. Responsible for driving recommendations through to implementation. Communicates effectively with a wide variety of technical and non technical audiences
