The Policy Analyst provides support to the Food and Drug Administrations (FDA) Center for Food Safety and Applied Nutrition (CFSAN) International Affairs Staff (IAS) by providing analysis of client data, processes, or regulations to confer with and assist managers. This position focuses on specific trends or initiatives that affect the customer. This position ccentralizes and increases program efficiency, reviews and evaluates FDA's current protocol for processing export certificates including processing times, reoccurrence of problems, issuing of certificates, data analysis, information technology (IT) management, and industry concerns among others.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Responds to industry inquires for export certificates under CFSAN jurisdiction (food, cosmetics, and dietary supplements) as required.

Analyzes program operations for deficiencies and recommends viable solutions.

Provides guidance to industry, program offices, and senior leadership regarding policies and practices as it relates to the export certificate program.

Attends meetings involving export certificates (as required).

Studies proposed export/import legislation and identifies programmatic impacts.

Manages the export certificate database through the electronic Certificate Application Program (CAPS).

Processes and issues certificates within 20 business days of requestor's application.

Analyzes and resolves export certificate issues related to Food Safety Modernization Act (FSMA), certificate fees, or other problems impacting the program.

Interfaces and provides export certificate support to CFSAN program offices.

Reviews, processes, and mails export certificate applications (food, cosmetics, and nutrition products) to industry.

Performs a variety of tasks that requires both practical and specialized experience in analyzing regulations, compliance issues and policy processes / procedures.

Provides guidance to staff regarding policy changes according to state and federal guidelines.

Reviews policy changes, and communicates changes in policies / practices to related parties.

Identifies procedural problems in program operations, using quantitative or qualitative methods.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability.","EDUCATION/EXPERIENCE
Bachelor's degree and a minimum of five (5) years' relevant experience, or equivalent combination of education / experience. Experience in the Federal Government/FDA. Must have an educational background in health science, food science, public health, or a related field; and general knowledge of international trade. Experience analyzing regulatory compliance reports (e.g., inspection reports), product labels, or nutrition labels against a set of criteria.

Proven ability to perform in an advisory capacity and to make recommendations for resolving issues

CERTIFICATES, LICENSES, REGISTRATION
To work in this position candidates must be able to pass a federal government background investigation to work in a position of Public Trust. This includes having either Perm. Resident Alien status or U.S. Citizenship.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
