Job Description
Rockwell Director of Contracts
Vision Systems International, LLC (VSI)
VSI is a California Limited Liability Company formed by a Joint Venture Formation Agreement in 1996. The company is equally owned by Rockwell Collins, Inc. of Cedar Rapids, IA and Elbit Systems Ltd of Haifa, Israel. VSI is the world's leading supplier of Helmet Mounted Display Systems for fixed wing military aircraft with annual sales of $180 million.
The Director of Contracts reports to the Office of the President and manages a department of 10 professional employees responsible for all contracting, subcontracting and purchasing, pricing, and trade compliance activities. The Director of Contracts is responsible for:
- Workforce planning and organizational development including talent and performance management and training.
- Budgeting, managing expense priorities, and recommending and implementing changes to process/methods
- Preparation, negotiation and management of government and direct commercial contracts and corresponding supplier subcontracts
- Review and approval of contract documents for protection of VSI and parent companies' contractual posture, satisfaction of Customer specifications and requirements and adherence to VSI policies
- Preparation of price proposals
- Preparation of Consulting, Representative, Business Services, Proprietary Information, and other agreements
- Creates and reviews documents to construct agreement with other companies concerning licensing, intellectual property and data rights
- Regulatory compliance
- Assuring alignment with the Program Management Offices
- Advising management of contractual rights and obligations
- Managing the trade compliance program
Candidates must be a US citizen, and have a Bachelor's degree in an appropriate discipline and at minimum ten years of directly related experience.
Requirements:
Bachelor's degree in appropriate discipline, and ten years of related
experience, or, in the absence of a bachelor's degree, sixteen years of
related experience.
