Job Description

Serve as on-site analyst and technical expert in support of a series of Bureau of Naval Medicine and Surgery (BUMED) projects focused toward improving the efficiency of various naval medical centers, clinics and hospitals. Support the assessment of current clinical work processes; design, implement and evaluate improvements aimed at increasing clinical efficiency. The work associated with this position will be performed at various naval medical facilities across the country.
Performance of on-site data collection and analysis as member of process improvement team. Determine, map and understand key work and administrative processes and patient flows within the clinic under study.
Observe clinic space arrangements and resource allocation to identify physical contributors to inefficiency. Working with Hospital staff and Laboratory analysts, assist in the development of key production metrics to measure clinic performance and quantify inefficiencies.
Assist with development and implementation of data collection templates and methodologies. Assist in the development of process models to evaluate alternative courses of action as well as development of improved processes, measuring resultant change in performance and recommending further process adjustments.
Required:
B.S. in Industrial Engineering, Operations Research, or related technical field or equivalent & at least 4 years experience in Industrial Engineering or Operations Research applications. Should have experience in data analysis & process improvement, particularly within the health care/health care admin environment, & be familiar with process improvement techniques, including Lean & Six Sigma. Demonstrated success in process improvement & data analysis, including work stream analysis and the determination of staffing requirements. Superb oral & written communication skills.

Clearance:
Secret Clearance is required. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for a NAC/LAC and access to classified information. Eligibility requirements include US citizenship.

Special Working Conditions:
Requires extensive travel & prolonged stays at medical facilities. Several trips per year to APL and/or BUMED in Washington DC would be expected. The majority of work will be conducted at various military medical facilities across the country and some foreign travel to medical facilities is possible.

Desired:
MS in Industrial Engineering, Operations Research, or Masters in Business Administration and at least 4 years experience in Industrial Engineering or Operations Research applications. Demonstrated ability in collaborative endeavors that encompass multiple aspects of health care in a clinical environment. Experience with the Defense Healthcare System.
