Commensurate with Experience
Provides leadership in planning, guiding and coordinating the Campus Procurement function. Responsibilities include the management and development of value-added business processes in collaboration with campus and system-wide stakeholders. The position is responsible for the leadership, strategic planning, and management of the Procurement Services area. Establishes processes for formal bidding and conducts complex purchasing negotiations. Responsible for orders at all dollar levels in response to campus needs with signature authority of $100,000 per transaction.
Bachelor's degree in related area and/or equivalent experience/training.
Certified Professional in Supply Management (CPSM).
Certified Purchasing Manager (CPM) by ISM.
Minimum of 9 years of related experience.
Demonstrated experience utilizing computers (MS Office Suite, Oracle systems, and web-based applications), electronic or web-based procurement/purchasing systems, databases, forms and spreadsheets. Ability to upload and extract data; organize, analyze and manipulate data from multiple sources and identify problems and trends; make recommendations on action to be taken; implement necessary solutions and/or applicable policies and procedures.
RFQ/RFB/RFP development and evaluation skills and experience.
Previous supervisory/managerial experience.
Extensive professional purchasing/supply chain management experience.
Travel may be required for conferences, professional development and UC required training and development.
Thorough knowledge of the purchasing function.
Demonstrated effective interpersonal skills required in interacting with both internal and external resources.
Skills associated with directing a purchasing function, ensuring adherence to purchasing practices and guidelines.
Management skills required to lead department, including management of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees.
Demonstrated effective written and verbal communication skills.
Knowledge of UCR purchasing systems, applicable of UC policy & procedure and associated purchasing laws and regulations.
